Manages the planning, creation, testing, implementation, and maintenance of an efficient Enterprise Geographic Information System (EGIS) that is leveraged by all City departments. Leads the definition and deployment of GIS architecture, develops, and implements GIS standards, defines processes to ensure conformance to GIS and DBI standards, and promotes clear and consistent architectural vision for GIS in the enterprise.

Manages the GIS Technical Managers and ensure collaboration between ITS database, ITS Sever, ITS Security team and GIS data analysts.

Oversees and maintains Esri contracts and the Enterprise License Agreement.

Essential Functions

  • Plans, coordinates, and manages the implementation of EGIS services, standards, development, and operational support activities.
  • Collaborates and establishes working relationship with Information Technology and Services (ITS) Department specifically, and all other Departments for the smooth operation of the dissemination of the enterprise services.
  • Plans and manages the requirements definition, selection, acquisition, and contracting of GIS standards and architecture for city wide GIS projects, including database design and interfaces, data conversion, network design, hardware and software, and GIS integration.
  • Coordinates GIS activities and provides architectural support to ensure compliance with EGIS and IT standards, collaborating with existing IT resources to pursue best cutting-edge GIS practices and infrastructure to be leveraged across the enterprise.
  • Develops and enforces policies, procedures and standards for the operation and maintenance of the EGIS platform
  • Articulates key aspects of GIS architecture and design (e.g., scalability, availability, manageability, robustness, appropriate incorporation of new technology) through models, documentation, and reference architectures in a manner that demonstrates operational efficiencies and value.
  • Adopts and employs a mindset to support all business data projects.
  • Plans and manages GIS/Esri training across the GIS user Community.
  • Works across multiple cross-functional teams in high visibility roles including entities outside the organization.
  • Helps drive a best-in-class GIS practice that will be leveraged across City operations.
  • Plans and manages interoperability with multiple systems with high dependability like the 911 and the 311 systems.
  • Manages the GIS platform in an enterprise environment thereby controlling costs and optimizing the use of software, hardware, network, and GIS skills.
  • Maintains effective ongoing communications with the business and bringing in the geospatial vision for optimizing the use of GIS technology.
  • Performs all other work as needed or assigned.

Minimum Qualifications

Knowledge, Skills and Abilities Required to Perform Work:

  • Thorough knowledge of GIS technologies, hardware, and software
  • Thorough knowledge of City organizational structure as it relates to IT and GIS
  • Ability to communicate effectively and establish and maintain an effective working relationship with all levels of management, city officials, vendors, other government agencies, and other employees.
  • Knowledge of object-oriented programming and strong analytical ability / debugging skills.
  • Knowledge of developing software against 3rd party APIs / web services and working with vendors to identify and correct issues and drive enhancements.
  • Knowledge of managing a GIS data environment for development of spatial data projects.
  • Ability to work on and manage multiple concurrent projects for multiple stakeholders is essential.
  • Ability to thrive when given broad objectives with minimal supervision; enjoy a fast paced “startup” like environment.
  • Communicating effectively verbally and in writing.
  • Establishing and maintaining effective working relationships.

Minimum Qualifications:

  • Bachelor’s degree in computer science, GIS, Geography, or related field.
  • Seven (7) years of experience working with geographic information systems including GIS web technology, database design and data analysis using Esri’s suite of GIS products.

Equivalencies:

  • A master’s degree or higher in a specified field plus three (5) year of the required experience will meet the education and experience requirements.

Criminal Justice Information Systems (CJIS) Clearance: The work involves the use of sensitive data, all employees in the Office of Data Analytics and Business Intelligence are required to obtain this clearance. Inability to maintain this clearance may result in discharge from the position.

  • The following offenses would prevent obtaining the required clearance.
  • No felony or class A misdemeanor convictions.
  • No class B misdemeanor convictions within the last ten (10) years.
  • No family violence convictions
