Duties
As a Digital Media Specialist (Russian), you will be responsible for duties to include, but are not limited to:
- This position is located in the VOA’s Russian Service, Eurasia Division, Voice of America within the United States Agency of Global Media. The focus of this position is to use social media to enhance the Voice of America Russian Service’s online presence, increase audience reach and engagement, and improve the quality of reporting through the use of internet marketing, digital distribution networks, video production, and graphic design. YouTube, Instagram, Twitter, Web, special programming, and live chat sessions.
- Creates engaging digital content of multiple varieties (text, photos, graphics, video, and audio) for digital platforms, including explainers and Info graphs. Edits House/Stringer video reports. Develops social media distribution strategy on a daily, weekly, and monthly basis
- Researches and analyzes available social and mobile media platforms. This includes Twitter, Facebook, Instagram, news aggregators, YouTube, and other emerging forms of digital media. Recommends appropriate methods to management on ways to reach and build audiences, either as single-track projects or in conjunction with TV, radio, or web programming.
- Uses industry data to ensure the best selection of delivery methods and service providers for targeted audiences.

Qualifications
Screen out factor: Applicant must have fluency in both English and Russian languages that enables you to speak, read, write, report, and translate in both languages. This language screen out factor MUST be listed in your resume to receive consideration. Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-11 or comparable pay band in the Federal service or equivalent experience in the private sector.
Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position.
- Experience reporting, writing, recording, editing, and producing news and feature broadcasts for posting on the Web and social media, for an established and respected news organization of national or international prominence;
- Experience with designing, creating, manipulating and tailoring graphics, images, sound, animation, video and text to create integrated multimedia programs;
- Knowledge of Russia’s history, economics, culture, and socio-political development.
