DHA Enterprise Information Technology Services Integrator (EITSI) Program Manager

Responsibilities

Peraton Defense Mission and Global Health Sector seeks an experienced Program Manager for the DHA Enterprise IT Services Integrator program located in the San Antonio, Texas area. This is a key personnel role and subject to Government approval based on evaluation of qualifications.

This role will lead the team responsible for modernizing and sustaining the Defense Health Agency’s IT infrastructure to provide standardized, robust, and highly available global infrastructure and enterprise core services. The Program Manager is responsible for all aspects of program performance. This includes achieving program financial commitments, identification, and management of operational and financial risks, and driving on-contract growth in alignment with customer requirements. The Program Manager leads the integration and coordination with the Government Program Manager, Program Management Office, Contractor Teaming Agreement (CTA) partners, and subcontractors.

The successful candidate will be responsible for:

  • Understanding the Military Health System (MHS) and Defense Health Agency (DHA) mission, customer space, and information technology operating environment to act as a trusted advisor through the development and implementation of a multi-sourcing service integration (MSI) environment.
  • Managing the design and transition of organization to an operational MSI model, including any required staffing, processes, and strategic direction.
  • Develop, implement, and manage MSI functions including ecosystem governance, customer engagement, service transition, performance management, and continual improvement.
  • Oversee the development, implementation, and operation of ITIL-based enterprise Service Management Practices including Incident, Problem, Change, Event, Request, and management of service desk and network operations.
  • Supporting the organizational change initiatives required to transition to an integrated MSI model.
  • Optimize the overall operation of the ecosystem services, managed service providers, and processes to create and increase value for the customer.
  • Engage with a wide range of customers at the enterprise level to strategically align the demand for new technical capabilities and the services provided in the ecosystem.
  • Ensure that all programmatic level responsibilities (e. g., staffing, programmatic deliverables, monthly reporting, ad hoc requests, etc.) are completed in a timely, accurate, and quality manner.
  • Managing team and individual performance; identify, resolve, and monitor customer escalations as appropriate.
  • Establish and manage relationships with customer subject matter experts and appropriate customer management, with an objective of maintaining and building the business.

Qualifications

Required Qualifications

  • Clearance Requirement: Ability to obtain a Department of Defense security clearance (ADP II Public Trust)
  • Master’s Degree or equivalent work experience
  • Total of 10 years of progressive experience.
  • Project Management Professional (PMP) certification
  • ITIL v4 Foundation certification

Desired Qualifications

  • Exceptional written and oral communications skills, including regular executive-level presentations.
  • Familiarity with the DOD, Military Health Service, and the Defense Health Agency.
  • Experience with large scale Multi-sourcing Service Integration (MSI) programs.
  • Experience leading managed IT service transition and transformation projects.
  • Experience managing a program level P&L and driving on-contract growth.
  • Demonstrated experience in managing the delivery of programmatic deliverables.
  • Leadership experience with diverse, multi-domain, distributed teams, and multiple simultaneous projects; experience leading large teams in a matrixed management structure.
  • Demonstrated experience with facets of personnel management and leader development.
  • Skilled at establishing a collaborative approach in a complex technical environment and driving performance and continual improvement.
  • Strong understanding of DOD acquisition, program, and risk management practices.

Salary Range

Salary Minimum: $97,500
Salary Mid: $195,000
Salary Maximum: $243,800

The estimate displayed represents the typical salary range for this position, and is just one component of Peraton’s total compensation package for employees. Other rewards may include annual bonuses, short- and long-term incentives, and program-specific awards. In addition, Peraton provides a variety of benefits to employees.
