The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYCs early childhood and education continuum, providing childcare assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care.
The Director of Training and Knowledge Management position directly supports The Division of Child and Family Well-Being’s (CFWB) mandate to scale the Family Enrichment Center (FEC) in an efficient and effective manner. The FECs will be expanding from 3 to 30 sites over the next two years, and this position will serve to ensure that each new FEC is well-versed in and knowledgeable about the FEC foundational frameworks. The first nine sites launched in FY 2022 and ACS has recently awarded the next round of FECs to eight providers. As community contractors, these eight new sites will be required to quickly build their staff’s knowledge of the FEC model and over the life of the contract, carry out the contract requirements with fidelity. The Director will be critical to mining implementation lessons learned during the 2017-2020 demonstration phase and determine ways in which ACS can best use those lessons to build both a curriculum and training strategy across the initial nine and subsequent eighteen.
The Director of Training and Knowledge Management will lead the knowledge building and management and capacity building functions of the Family Enrichment Center Program. The Director will create a new training infrastructure to support an innovative, data-driven, community-driven primary prevention program, rooted in community strength and resiliency, and will also be responsible for the following:
• Serve as a key contributing member of the FEC management team, contributing to the execution of the program’s organizational strategy and goals
• Establish regular communication processes and timeframes for training delivery and assessment
• With support from other members of the senior leadership team, lead knowledge building and knowledge management functions to ensure program impact
• Develop a strong working relationship with CFWB’s Monitoring and Evaluation team to ensure that knowledge management activities support QA and QI functions
• Prepare regular progress reports and share updates with the Executive Director Leadership Competencies
Curriculum Development and Knowledge Management – oversees all aspects of building and supporting a knowledge building, training, and management function.
Collaborative Planning – seeks the opinions of and advice from internal and external content experts.
Project Management – establishes systems and standards for achieving project outcomes. Achieves timely execution of multi-layered plans involving others.
Minimum Qual Requirements
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master’s degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master’s degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least a master’s degree in an appropriate field of specialization and at least two years of experience described in “2” above. Two years as a City Research Scientist Level I can be substituted for the experience required in “1” and “2” above.

Additional Information
THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $106,146 – $111,000.
