The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYCs early childhood and education continuum, providing child care assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care.

The Division of Preventive Services (DPS) is seeking an outstanding candidate to serve as the Director of School-Based Early Support Programs, Office of Program Management and Sustainability (OPMS) within the Community Based Strategies (CBS) team. DPS and its network of contracted providers deliver community-based prevention services across NYC to improve safety, well-being, and permanency for thousands of families each year. The Office of Program Management and Sustainability is charged with overseeing the implementation of evidence-based and research-informed program models; designing a system to monitor and support programs’ alignment to service model fidelity, contractual expectations, and ACS standards for service delivery; and partnering with contracted providers to ensure services are high quality and socially just. CBS employs an approach guided by data, research, and the voices of the communities we serve.

This School-Based Early Support program unit within the Office of Program Management and Sustainability on the Community Based Strategies team develops and implements strategies to ensure their portfolio of prevention programs are implemented in alignment to service model fidelity and in full compliance with NYC child welfare requirements. The School-Based Early Support model is a new program that reflects ACS’ goal to partner closely with schools to connect families to supports and services well before concerns warrant a child welfare investigation. Through these programs, ACS intends to offer families a menu of flexible service options that strive to connect them to community resources through case management, address their concrete needs, support parents/caregivers, and prevent further involvement in the child welfare system.

The Director of School-Based Early Support programs will report to the Assistant Commissioner of OPMS and will carry out various duties, including but not limited to:
• Manage the day-to-day operations of the School-Based Early Support programs team.
• Develop and streamlining processes for contract start-up and ongoing implementation, budget, and invoice review.
• Develop program metrics and reporting systems in partnership with contracted providers and ACS Divisions.
• Oversee the unit’s full management of contracts, budgets, and relationships with model purveyors.
• Work with the Assistant Commissioner of OPMS, and in partnership with model purveyors and the Strategic Initiatives team, to develop and oversee a model-specific implementation support and fidelity monitoring system to ensure models are implemented to fidelity and in full compliance with NYC child welfare requirements.
• Oversee the unit’s successful implementation of learning collaboratives among model purveyors and contracted provider staff implementing a model in order to strengthen evidence-based or research-informed practice, surface and resolve challenges, and share lessons learned.
• Collaborate with external partners from the NYC Department of Education as needed to support effective program implementation and ongoing service delivery.
• Oversee the development and continuous improvement of unit’s strategy to define and assess fidelity and impact measures for individual programs and across the cohort of School-Based Early Support programs , support alignment to model fidelity, and charts approaches for improving implementation. This work will be done in collaboration with external trainers, model purveyors, and the CBS Strategic Initiatives team.
• Work with the Assistant Commissioner of OPMS to direct policy and planning for the School-Based Early Support programs and partnering with internal divisions and contracted providers to continuously improve delivery of prevention services, including by promoting racial equity and social and economic justice, and by ensuring families have a voice in the services they receive.
• Along with the Assistant Commissioner of OPMS and the team of Program Officers to build strong understanding of prevention contract expectations, ACS standards for prevention service delivery, and service model fidelity to strengthen quality of services delivered to families and overall system performance in collaboration with external trainers, Strategic Initiatives and ACS’ Division of Policy, Planning, and Measurement (DPPM).
• Work with the Assistant Commissioner of OPMS and the team of Program Officers to conduct research and use qualitative and quantitative methods to better understand program operations and performance, including utilization and family engagement, and to drive programmatic improvement and evaluation; and
• Along with the Assistant Commissioner of OPMS to build a racial equity and social justice lens to the work, supporting initiatives across the portfolio of programs to promote equity, economic mobility, and ensure families are at the center of all decision-making.

Minimum Qual Requirements

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master’s degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master’s degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least a master’s degree in an appropriate field of specialization and at least two years of experience described in “2” above. Two years as a City Research Scientist Level I can be substituted for the experience required in “1” and “2” above.

Appointments to this position are subject to a minimum probationary period of one year.
