The Procurement Administrative Analyst will serve as Director, BCC, Administration & Budget. In this role, the Director will manage the full cycle of purchases, agreements, and contracts from initiation to completion, ensuring that all required processes are fulfilled. The Director will be responsible for: establishing and maintaining supervisory controls to ensure that work is processed in a consistent and timely manner; all formal contracts are prepared and executed with no interruptions of service; and development of a cross trained team with procedural guidelines for formal contracts, small purchases, Pi Card transactions, and emergency procurements. Perform required budgetary analysis to project the required funding for various purchases and services for each Fiscal year and out years when required and tracks and monitors the four Bureau of Cleaning & Collection budgets for Snow related expenditures, BCC related expenditures Basket related expenditures, and $ related expenditures. The Director will also function as the Financial Approver for all Bureau purchases prepared utilizing any budget under the purview of BCC which allows for transparency and tracking expenditures in real time.
The Director will manage all aspects of the Snow Piling & Hauling contract and Emergency Hired equipment agreement with a decrease in staffing. Additionally, the Director will confer with and advises management of critical issues and provide suggested solutions related to procurement, contract management and budget. The Director is also responsible for maintaining a high level of performance throughout the unit through leadership and knowledge of contracts and procurement.
Minimum Qual Requirements
1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or
2. A combination of education and/or experience equivalent to “1” above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in “1” above.
Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in “1” above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in””1″ above.
