The Civil Service Transactions (CST) Unit specializes in the implementation of the State’s Civil Service Law and the integrity of employee data. It conducts payroll and personnel audits to ensure that City agencies are in compliance with Civil Service Law, the City’s Personnel Rules and Regulations as well as procedures and guidelines. In addition, the Unit processes transfers, title changes, reinstatements to City service and functional transfers; maintains and ensures the accuracy of the official personnel histories of City employees and responds to correspondences.
Responsibilities:
• Manage the day-to-day operations of the Unit.
• Determine opportunities for streamlining and automating civil service processes and work with internal and external partners to gather requirements, review and analyze potential solutions, and identify business process impacts.
• Review and approve agency requests for civil service transactions such as transfers, reinstatements, and permanent title changes.
• Advise executive management of City agencies on a variety of civil service issues, including those affecting policy and procedures.
• Oversee the implementation and administration of functional transfers and workforce reduction plans in adherence with State Civil Service Law and contractual agreements.
• Direct and coordinate research and analysis on a variety of data requests.
• Maintain automated tracking systems for the review and reporting of citywide data.
• Represent DCAS and the City at hearings and labor management meetings.
• Develop and manage standard operating procedures (SOPs).
• Additional duties, as needed.
Minimum Qual Requirements
1. A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in “1” above.
Preferred Skills
The preferred candidate will bring the following skills and experience to this position:
• Strong management experience.
• Strong familiarity with New York State Civil Service Law and the City’s Personnel Rules and Regulations.
• Strong policy and analytical background.
• Strong computer skills, especially with Microsoft Office programs such as Excel and Access, are essential.
• Knowledge of NYCAPS, PRISE, and PMS.
• Must be comfortable handling multiple concurrent activities and work well with a team, meet deadlines, analyze problems and potentially difficult situations, and develop effective solutions in a fast paced and dynamic environment.
• Ability to interact efficiently and effectively with senior and executive management is essential. Qualified candidates should possess strong organizational, problem solving, and communication skills (verbal and written).
