CLASSIFICATION SPECIFICATION

CLASS SUMMARY:
The primary function of this position is to oversee career and technical education (CTE) programs development, assessment, and implementation. Understand CTE issues, changes in state and federal laws, and methods of educating students who have learning difficulties, to navigate successfully as to not impede progress of program development needed to support and meet student needs.

In this multi-faceted role of leader, developer and doer, the CTE Director will report to the Assistant Superintendent of Curriculum, leads the development, planning, coordination and administration of the CTE, Transition, and School to Work programs maintained by and operated through the agency. The CTE Director will also provide the technical assistance for service plan development and overall program coordination for students’ ECAP, IEP development. The Director provides leadership to the Tucson and Phoenix campus CTE supervisors, campus principals and guidance to the state-wide itinerant services and districts programs who have agreements with ASDB. Leadership is important to this role as is the willingness to do what is needed. The Director also provides leadership as it pertains to student support such as the use and assignment of educational interpreters and transportation to/from CTE opportunities. Budget development, grant requirements and monitoring for the CTE programs is a shared responsibility with the Assistant Superintendent, and other agency staff.

Designs, maintains and oversees a robust CTE, Transition, and School to Work program in alignment with Arizona Department of Education model and requirements, includes students’ projected course of study, utilizes transition assessments, implements and addresses transition goals, provides transition services/activities, with a focus on post secondary transition goals (as documented in the IEP).

TRAINING AND EXPERIENCE:

  • Master’s Degree or higher in a related field (i.e. CTE, Deaf Education, Blind/Visually Impaired Education, Transition, Vocational Education).
  • Minimum 5 years of teaching or professional experience relevant to CTE and transition planning.
  • Minimum 3 years of experience working with students with learning differences.
  • Development and administration experience relevant to CTE and transition planning.
  • Proficiency in American Sign Language.

LICENSING/CERTIFICATION REQUIREMENTS:

  • Must be able to pass FBI and State background check or Fingerprint Clearance Card as position requires by policy or Statute
  • Defensive Driver Training Program to be completed by all agency personnel that drive on State business
  • Possess an appropriate Arizona Administrative Certificate or be eligible to obtain one.

KNOWLEDGE OF:

  • Policies, procedures, and programs of the immediate work unit
  • Principles and practices of administration and management
  • CTE programs in public school systems, public agencies, and state institutions.
  • Transition requirements and planning for school aged students preparing for post-secondary education, training and/or employment.
  • School to Work readiness and program development.
  • Vocational Rehabilitation partnership opportunities and post graduate services.
  • Extensive knowledge of local and statewide resources available for students in the areas of CTE, Transition, and School to Work.
  • Formulating policies and procedures for new or revised programs or activities, such as interest inventories, program placement, education and training programs for students.
  • Law, rules, and regulations to students, parents, and staff.
  • Recruiting, selecting, and evaluating staff.
  • Solicitation of grant funding and adherence to requirements and regulations.
  • Preparing reports for federal, state and local regulatory agencies.
