What You Will Do
The W88 Systems Engineering Group (W-4) ensures the safety, reliability, and security of our Nation’s nuclear stockpile for the entire weapon life cycle. The selected candidate will assist group management in the execution of programmatic scope. The Program Manager will provide leadership, vision, strategic and tactical planning, and overall direction for execution of the given W88 system portfolio, which requires multidisciplinary integration across multiple organizations.
This position will be filled at either the Program Manager 2 or the Program Manager 3 level, depending on the skills, education, and experience of the selected candidate.
Program Manager 2 ($105,700 – $176,400)
You will assist in defining work scope, schedules, budgets, and funding for program work, priorities, and performance milestones. You will also negotiate, authorize, and direct the use of resources to meet work scope, schedules, budgets, and Laboratory goals and provide direction to direct and/or deployed staff in the planning, tracking, and execution of program plans for your assigned component(s) scope. You will ensure integration with other Laboratory priorities and commitments, including safety, security, environmental compliance, quality, contractor assurance, and business imperatives. You will manage the interface with program, project, and line management to ensure performance, monitor and track cost, schedule, and progress against milestones.
Program Manager 3 ($127,800 – $215,000)
In addition to the duties outlined above, a Program Manager 3 will be required to work with minimal direction, work closely with project and line management to ensure performance and monitor and track cost, schedule, and progress against milestones. You will provide strategic and tactical planning for execution of the assigned portfolio consisting of multiple moderately large and/or complex programs impacting multiple organizations. You will also formulate, plan, and implement new program development initiatives in technical or operational disciplines as required and work with scientists and engineers within LANL to plan and coordinate future work and programs.
What You Need
Minimum Job Requirements:
Previous system engineering and/or operational experience is required. Direct experience with the following:
Project Control & Scheduling:
- Demonstrated knowledge of and experience with developing resource-loaded schedules with fixed milestones, and cost and schedule performance reporting.
Program Management:
- Demonstrated knowledge of and experience in applying project control principles, standards, terminology and using automated cost and schedule control tools including Earned Value Management Systems (EVMS) development, application and performance reporting.
Technical Experience:
- Demonstrated experience and leadership in developing and executing complex organizational interface agreements, funding cost models, or similar integration tools.
- Demonstrated experience in managing cost and schedule commitments for large projects.
Organizational Skills:
- Excellent organizational skills and the ability to meet schedule and deliverables for multiple concurrent projects with a range of priorities.
Communication & Teamwork:
- Experience in developing and nurturing effective customer relationships.
- Experience in interacting effectively with all levels of internal personnel.
- Working experience in developing and presenting formal project or program reviews to customers or stakeholders.
Additional Job Requirements for the Program Manager 3
In addition to what was outlined at the level 2, at this level:
- Advanced knowledge of and successfully demonstrated experience with developing resource-loaded schedules with fixed milestones, and cost and schedule performance reporting.
- Advanced knowledge of and successfully demonstrated experience in applying project control principles, standards, terminology and using automated cost and schedule control tools including EVMS development, application and performance reporting.
Education/Experience
Program Manager Level 2: Position requires a Bachelor’s Degree from an accredited institution and 5 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation.
Program Manager Level 3: Position requires a Bachelor’s Degree from an accredited institution and 8 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
- Project Management Professional (PMP) Certification
- Working knowledge of nuclear weapons and NNSA facilities that support the U.S. stockpile
- Experience working effectively with DOE/NNSA personnel
- Experience in developing annual FYNSP submissions, Baseline Change Proposals (BCPs), and work packages to support programmatic scope.
- Experience with overseeing financial aspects of the LANL weapons program
- Active Q Clearance, or the ability to obtain an Active Q Clearance
Location: This position will be located in Los Alamos, NM.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details
Directive 206.2 – Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q/SCI(Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
