The New York City Housing Authority (NYCHA) mission is to provide quality housing for New Yorkers that is sustainable, inclusive, and safe, while fostering opportunities for economic mobility. NYCHA is the nation’s largest public housing authority, with an operating budget of $3.3 billion and approximately 10,600 employees who manage and maintain 326 developments that house over 400,000 residents. NYCHA also operates the country’s largest Section 8 program, which provides rental assistance to over 200,000 additional families. The Director will provide management and oversight of Asset & Capital Management construction management staff tasked with the field supervision of capital construction projects throughout the City of New York. They will be under administrative direction of and reporting to the Vice-President for Project Management and will have broad scope for the use of independent initiative, judgment and decision making.
NYCHA’s Asset & Capital Management (A&CM) Division integrates and aligns the Authority’s existing development, modernization, and asset management work being carried out by the Real Estate Development, Capital Projects, and Comprehensive Modernization departments. This includes a $4.5 billion capital program – one of the largest in NY State – as well as a historic real estate transaction portfolio. The A&CM Division delivers comprehensive repairs to NYCHA buildings and apartments through innovative financing models, strong partnership with residents and other stakeholders, strategic, data-driven portfolio planning, and cost-effective project delivery and management. The Division also positions NYCHA’s housing portfolio for the future by incorporating innovative building materials, construction methods, and technology, improving residents’ quality of life while enhancing building performance and management systems.
The Capital Programs team of A&CM oversees all NYCHA capital projects. Capital Programs is responsible for managing over 500 active construction projects at any given time across the Authority’s properties throughout the city. These projects can range from $100,000 to up to $500 million. Regular capital investments are necessary to ensure that NYCHA developments remain in good and livable conditions. These projects include renovations and modernization of apartments, building interiors, systems, exteriors, site security, and grounds.
Reporting to the Vice-President of Project Management, with extremely wide latitude for judgement, discretion and decision-making, the duties and responsibilities of the Director position include, but are not limited to, the following:
1. Manage the assignment of ~50 NYCHA construction management field staff to capital construction projects.
2. Ensure adequate field inspection coverage of capital construction projects and equitable distribution of workload across field staff.
3. Assign Field Supervisors to provide oversight of Construction Management as Agent vendors.
4. Implement construction management best practices across the team to ensure safe delivery of capital construction projects on time and on budget.
5. Develop, continuously review and revise policies and protocols to implement construction management best practices and improve team efficiency and effectiveness.
6. Ensure consistency of construction management services across all project management teams.
7. Conduct regular meetings with project management teams to solicit feedback on field staff performance.
8. Ensure that field staff follows NYCHA’s stakeholder engagement policies during construction.
9. Ensure that field staff generates all required deliverables for all projects in construction across the portfolio.
10. Ensure nonconformance reports are addressed within required time frames across the portfolio.
11. Liaise with NYCHA departments outside the project management department to provide field supervision on an as needed basis.
12. Ensure availability of field staff to respond to capital construction project related emergencies as needed.
13. Identify and obtain required training for field staff.
14. Prepare and submit reports to the VP for Project Management.

Minimum Qual Requirements
1. A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
2. A four year high school diploma or its educational equivalent and nine years of experience as described in “1” above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
3. Education and/or experience equivalent to “1” or “2” above. An accredited Master’s degree in one of the disciplines described in “1” above, a law degree, or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for one year of the required experience. However, all candidates must have the two years of the administrative, managerial, executive or supervisory experience as described in “1” above.
Preferred Skills
1. Ten (10) plus years of experience managing multiple construction projects simultaneously and/or requirement contracts with each project exceeding $10 million in value.
2. Professional Engineer or Registered Architect.
3. Exceptional leadership abilities.
4. Excellent written and verbal communication skills.
5. CCM or PMP certification.
6. Having managed a minimum of 10 direct reports within the last 24 months.
Additional Information
1. Candidates with permanent civil service status in the titles of Administrative Engineer and Administrative Architect will also be considered.
2. Employees serving in the title of or who meet the qualification requirements for Administrative Construction Project Manager will also be considered. However (Note), DCAS administered civil
service exams for the title on 4/15/23. Therefore, applicants (candidates) that did not apply, take and/or pass any of the aforementioned exams will potentially not be considered at this time;
likewise, applicants not reachable when the civil service list is/are established will potentially be in jeopardy of being replaced with an eligible candidate from the civil service list(s).
