Compensation range for New York applicants: $135,000 – $170,000.
Purpose
This position provides program leadership, strategic direction, management and expertise for a portfolio of Networks-wide operations programs including: Quality Assurance, cathodic protection, atmospheric corrosion, inside services, damage prevention, ROW line clearing, underground locating, leak survey, and fire department outreach. Ensures that administrative matters related to budgets ($20 million at NYSEG/RGE, $9 million at CNG/SCG, and $1 million at BGC/MNG), procurement, accounts payable, performance reviews, safety, scheduling, and work management reports are completed in a timely and accurate manner. Ensures that annual and multi-year strategic objectives are properly planned and executed. Requires contact with the public, contractors, local government agencies and officials, other utilities, and utility organizations.
Responsibilities
- This position is a Senior management position responsible for the unified direction and oversight of program initiatives. The individual must have well-developed management and leadership skills, be skilled in vendor negotiations, and have executive level presentation and communication skills.
- Continuously monitors the business environment for emerging threats and opportunities. Predicts and reacts swiftly to changes; develops and deploys effective business strategies to overcome challenges and maximize opportunities.
- Analyzes broad technical and business alternatives to set program goals. Provides leadership and direction to the employee and contractor workforce to meet program goals and performance metrics, achieve unified and consistent operations, drive innovation and meet best in class performance.
- Oversees initiatives including rate case development and procurement management of a contractor portfolio across the companies. Evaluates and approves any changes to scope to determine effect on objectives to the programs.
- Reviews state and federal legislative bills and proposed agency regulations to evaluate the impact to the programs. Participates in Company’s legislative and regulatory activities. Develops and maintains positive regulatory relationships. Ensures that State and Federal Codes are appropriately followed including all applicable permitting, records management, and reporting.
- Develops procedures and electronic data management processes that meet business needs.
- Manages budgets, tracks costs, and reports actual O&M.
- Sets employee goals and objectives and ensures alignment with department and corporate goals. Provides supervision to direct-report departments, as well as indirect supervision in a matrix environment. Identifies staff development needs and supports employee-initiated development plan and follow-up.
- Prepares reports to document performance in meeting department, corporate, or regulatory goals and requirements.
- Represents the company on various teams or committees, state, regional, or national issues. Requires contact with the public, contractors, local government agencies and officials, other utilities, and utility organizations.
Skills and Requirements
Education & Experience Required :
- Bachelors’ Degree (Master’s Degree preferred) with at least 10 years of technical experience in gas engineering and operations.
- 8 years prior management experience.
- Demonstrated experience in leading large teams.
- Experience leading implementation of complex initiatives.
- Direct experience in business case development and benefits capture.
- Demonstrated experience in the execution of strategic objectives.
- Proven track record of achieving results in high pressure and high-profile assignments.
- Demonstrated utilization of technology to improve business processes.
- Outside experience in Emergency Services desired.

- Knowledge of gas system construction and maintenance practices, corrosion control techniques, underground pipe locating, leak survey, quality assurance, emergency operations, and ROW management.
- Project management skills, capable of managing multiple responsibilities and deliverables to successful completion.
- Ability to develop and manage a safe work environment.
- Possess the ability to work across organizational lines within the company and influence key internal executives and line managers.
- Ensure controls are in place to drive quality through all levels of the organization.
- Adaptive, flexible, and willing to step up to take on tasks beyond a job description as required.
- Lead the development of organizational metrics and reporting frameworks.
- Drive a practice of continuous improvement – using data to identify new solutions and drive constant efficiency improvements.
- Proven track record of being a strong team player with a results-oriented attitude.
