JOB DESCRIPTION
Director of Systems Improvement, Research Data Management and Planning
The Director of Systems Improvement, Research Data and Planning provides leadership, direction and execution to all compliance, program data, and planning improvement efforts in the agency. The Director of Systems Improvement, Research Data and Planning is responsible for providing internal data reviews of every aspect of the organization and to all organizational units, with major emphasis on the child and family services units in the Pittsburgh, Philadelphia, and New Hampshire offices. The goal is to research, develop and implement proactive solutions to improve the quality of the services provided by the agency, as well as internal operational efficiencies. The Director of Systems Improvement, Research Data and Planning is also responsible for conducting and researching data to support and strengthening our advocacy and outcomes in kinship care as a national model of kin service delivery.
EDUCATION REQUIREMENTS:
Master’s Degree in systems improvement, research or human services field required.
WORK EXPERIENCE REQUIREMENTS:
A minimum of 10 years of experience in a quality/systems improvement role, preferably in a foster care or human services environment.
SUPERVISORY REQUIREMENTS:
A minimum of 5-7 years of direct supervisory experience in a leadership position.

QUALIFICATIONS:
- Familiarity and experience in human services (e.g., foster care) field preferred.
- Familiarity with human services accreditation standards.
- Evaluation and assessment skills.
- Familiarity with federal and state foster care regulations and standards
- Must possess excellent written and verbal communications skills.
- Must have excellent interpersonal skills
- Ability to work effectively and cooperatively with respective County agencies, stakeholders and agency staff.
- Must possess strong emotional intelligence (EQ) and have the personality and ability to approach possibly difficult discussions with other members of leadership, as needed, to ensure accountability to performance expectations.
RESPONSIBILITIES:
- Direct supervision of the Database Specialist.
- Working with the respective department’s Vice President/leadership, systematically analyze processes and procedures in the agency’s integrated service delivery model to kinship children and families across departments.
- Publish research, projects, and historical findings and success of the agency.
- Research, develop and implement accurate and effective evaluative mechanisms to assess the quality of services provided and output of each agency department and unit. In addition, ensure the same so that the organization can effectively monitor outcomes, in part, on a Return-On-Investment (ROI) basis.
- Research and develop innovative models of program evaluation. This position will also be responsible for facilitating the agency as it moves to become an Evidenced-Based practice model.
- Establish benchmarks for the development of a performance-based contracting infrastructure for the integrated service delivery system that fulfills the overall agency mission.
- Develop, implement, and monitor best practices in every facet of the organization for quality service delivery and improved cost efficiency.
- Expand organizational capacity for overall client satisfaction among the kinship triad via home visits, surveys, and responses to the client concern line.
- Develop and implement a system for monitoring compliance and contractual issues.
- Evaluate and assess agency departments (including POC, KER, GFC, FGDM, SWAN, CUA, Training, Employee Relations, Fiscal, MIS, etc.) to ensure compliance with various local, state, county, and agency regulations/policies, as well as contract requirements.
- Ensure appropriate and effective departmental outcome measures are reported and externalized for each organizational department on a consistent monthly basis. Review and monitor progress by each department from month to month and assist in addressing barrier conditions, as well as new measures needed as appropriate. Also responsible for facilitating quarterly Operational Committee meetings and any other strategic planning meetings.
- Develop and implement a system for the monitoring or improving compliance and contractual issues. Recommend corrective measures to assure that compliance and contractual obligations are fulfilled and streamlined where possible.
- Stay apprised of new regulations, draft regulations and other informational bulletins affecting child welfare and its potential impact on the work of the organization. Work, as needed, with legal counsel in interpreting new information and establishing any changes needed to ensure the agency’s compliance.
- Work on writing grant applications and updating reports, as needed.
- Prepare and deliver presentations to outside entities on the agency, programs, and outcomes.
- Work with BTS department to expand the use of technology efficiencies in the workplace, as well as developing effective outcome reporting measures.
- Participate in research projects, advising research design and methodology, and overseeing data collection and analysis.

OTHER REQUIREMENTS:
- Valid Pennsylvania Driver’s License
- Minimal City/County travel, as well as travel to other regional/national ASCI offices
- Current Act 33 child abuse and police criminal clearances, as well as FBI Fingerprinting
- Available to work flexible schedule, as needed
- Carry agency-issued cell phone
- Serve agency On Call on a rotating basis
