To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion-the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.

Your Team:

The Office of Enforcement and Neighborhood Services (OENS) works closely with other HPD divisions and outside community partners to identify buildings with violation problems, assess and develop appropriate strategies to address those properties, and work closely with responsible owners to develop a plan to improve conditions and return buildings to firm financial footing and physical health. HPD uses enforcement tools within the Division of Code Enforcement, Housing Litigation Division, Emergency Repair Program or the Division of Special Enforcement to ensure compliance with legal and regulatory obligations.

The Office of Enforcement and Neighborhood Services is composed of 8 divisions:
• Preservation Services Exec Office (EXEC), Data Management & Technology (DMT), Division of Neighborhood Preservation (DNP), Administration & Internal Compliance (AIC), Housing Litigation Division (HLD), Division of Code Enforcement (DCE), Emergency Operations Division (EOD), Division of Special Enforcement (DSE)
Your Impact:
As the Director of the Lead Audit Unit/Associate HDS for the Division of Code Enforcement, you will assist the division in assuring owner compliance with the New York city Housing Maintenance Code (HMC) and the New York State Multiple Dwelling Law (MDL) in privately-owned, multiple-unit dwellings and tenant-occupied apartments in one- and two-family houses throughout the City to promote quality housing for New Yorkers.

Your Role:
Under direct supervision within the Division of Code Enforcement, the selected candidate will be assigned to the Lead Audit Unit. The selected candidate’s responsibilities will include, but not be limited to the following;
Your Responsibilities:
• Oversee a unit of approximately 15+ staff to enforce record keeping and other requirements under Local Law 1.
• The staff will be responsible for reviewing and documenting the received records, determining whether those
• documents are following regulations and working with property owners to obtain the property
• documents.
• Work closely with the Lead Compliance Officer on comprehensive procedures and auditing methodology that
• provides guidance on auditing landlord documentation required under Local Law 1 of 2004.
• Ensure that all required audits are performed timely.
• Refer buildings to appropriate HPD divisions for enhanced enforcement actions such as litigation and work
• closely with those divisions to ensure a completion of the enforcement process.
• Monitor field audit inspections, ensuring that they are performed timely and in accordance with inspectorial,
• compliance, and audit procedures.
• Prepare and/or review data on the activities of the Unit, which may include working with other ENS divisions.
• Recommend improvements to ensure Unit and process efficiency.
• Work with staff at other agencies as needed.

Minimum Qual Requirements

1.A baccalaureate degree from an accredited college or university and three years of full-time satisfactory professional experience in the development, appraisal, financing, negotiation, or disposition of real estate, or in real estate law, or in urban planning or analytical or coordination work related to housing programs; or

2. A four year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization and seven years of full-time satisfactory experience as described in “1” above; or

3.A satisfactory combination of education and/or experience which is equivalent to “1” or “2” above. Graduate study in the field of urban studies, city planning, business or public administration, finance, architecture, engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have at least two years of experience as described above.

Preferred Skills
• Must possess excellent written and verbal communications skills.
• Proficiency in MS Word and Excel and must have the ability to create and maintain Spreadsheets.
• Knowledge of the New York City Housing Maintenance Code and the ability to interpret Lead Laws.
• Strong time management skills demonstrated ability to work under tight deadlines and effectively manage multiple projects.
• Ability to perform complex and extensive research and be able to make sound decisions and recommendations
• Strong analytical ability and attention to detail.
