Pay Range
$176,850 – $238,296 Annually for the TSL.4 level
$212,190 – $285,912 Annually for the TSL.5 level
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.
Job Description
We have an opening for a Strategic Operations Manager who will also serve as the Global Security (GS) Assurance Manager. You will provide independent guidance and oversight of Environmental, Safety and Health (ES&H), Quality Assurance (QA), Security, and Work Planning and Control (WP&C) programs for GS. The candidate will be responsible for the flow-down and implementation of institutional ES&H policies and programs to assure that all GS activities are performed in compliance with applicable GS and LLNL/LLNS requirements as well as federal, state and local laws and regulations. This position is in the Global Security Directorate and will report administratively to the Deputy Principal Associate Director for Operations (DPAD).
This position will be filled at either the TSL.4 or TSL.5 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.
You will
- Provide independent oversight of GS organizations, operations, and facilities to ensure implementation of the directorate ES&H and Quality programs. Responsible for ensuring compliance with all related standards.
- Develop and implement directorate Assurance plans and procedures that are in compliance with all related guidelines for approval by the Deputy Principal Associate Director (DPAD) for Operations based upon technical expertise and understanding, and in consultation with key GS stakeholders.
- Plan, coordinate, and oversee the directorate’s facility and line management self-assessment program with safety support staff, facility staff, ES&H Team staff, and others as appropriate.
- Serve as the directorate subject matter expert regarding the Department of Energy (DOE) reportability of incidents; assist line managers in the preparation, filing and updating of DOE Occurrence and Non-Compliance Reports; and coordinate GS interactions with the Laboratory’s Occurrence Reporting Office.
- Responsible for ensuring that external directorate commitments for reporting, corrective actions, and requests for information are fulfilled in a timely manner.
- Serve as a subject matter expert to directorate managers and staff members regarding Integrated Safety Management (ISM), ISO, ES&H, and QA for policy and regulatory interpretation and implementation.
- Address and resolve institutional and cross-Directorate policy issues through participation in the institutional Assurance Managers and Quality Council meetings. Serve as the PAD Point of Contact for all matters involving the LLNL institutional assessment process and planning.
- Responsible for ensuring that the general oversight and personal commitment to the goals of ISM,compliance with all ES&H regulations, Human Performance Improvement (HPI) principles, good business practices, diversity, and equal opportunity.
- Provide managerial oversight of the Safety, Work Planning & Control, Security Staff in Global Security
Additional job responsibilities at the TSL.5 level
- Provide strategic guidance on management of new and existing events within GS. Lead multi-disciplinary teams in the development of corrective actions, high-level goals, strategic plans, and objectives based on events that have occurred within the DOE Complex.
- Initiate, plan and execute special projects to improve Directorate Assurance functions.
- Collect, evaluate, and provide requisite data for GS in support of Contract 44 performance measures.
Qualifications
- This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time if hire.
- Bachelor’s Degree in science, chemistry, engineering or a related technical/science discipline, or the equivalent combination of education and related experience.
- Experience reviewing incidents, conditions, and events to determine reportability and in preparing, filing, and updating Occurrence reports.
- Experience in Human Performance improvement concepts and/or related performance improvement methodologies.
- Extensive knowledge of LLNL ES&H and Quality policies, procedures, regulations and standards, as well as, DOE orders, OSHA standards, and state and federal regulations pertaining to LLNL operations.
- Significant knowledge of and experience writing, interpreting, and implementing LLNL ISM policies, procedures, and tools.
- Demonstrated decision-making skills necessary to independently advise, counsel, recommend and develop solutions on a wide variety of ES&H, security, and quality issues.
- Significant experience providing independent oversight of organizations, operations, and facilities and assuring ES&H and quality programs are implemented appropriately and in compliance.
- Expert problem solving, decision-making, and analytical skills necessary to independently anticipate, define, interpret, advise, recommend, and approve actions and implement solutions.
- Expert written and verbal communication skills necessary to effectively present, negotiate, and advise senior management and external sponsors.
- Experience writing technical documents (plans, procedures, specifications, and reports) and developing/ implementing Assurance plans and procedures.
Additional qualifications at the TSL.5 level
- Demonstrated ability to champion, lead, and develop creative cutting-edge solutions, principles, theories, and concepts.
- Demonstrated decision-making skills necessary to independently advise, counsel, recommend, and develop innovative solutions on a wide variety of highly complex ES&H, ISM, and QA issues.
- Extensive experience developing and implementing Assurance plans and procedures, providing independent oversight of organizations, operations, and facilities, and assuring ES&H and Quality programs are implemented appropriately and in compliance.
Qualifications We Desire
- Master’s Degree in science, chemistry, engineering or a related technical/science discipline.
- In-depth knowledge of LLNL and the GS organizations.
- Knowledge and experience in an Operations Security environment, WP&C, Select Agent and Biosafety requirements, and/or knowledge and experience with HPI practices.
