Reporting to the Associate Vice President for Fiscal Services of Pierce College District, the Director of Budget and Finance contributes to the college’s mission of creating quality educational opportunities for a diverse community of learners to thrive in an evolving world by managing the district’s business office, providing budget development, accounting, financial reporting, and compliance services.

Essential Functions

TheDirector of Budget and Finance will be responsible for the following, but not limited to:

Management and Operational Leadership

  • Provide administrative leadership, direct and guide operational oversight for Budget, Accounting, Purchasing, Treasury and Investment Management, Business Affairs, Payroll, Receiving, and Auxiliary Services.
  • Manage the acquisition of capital assets and ensure that assets are properly recorded, amortized, and disposed of appropriately.
  • Develop strategic plans by studying technological and financial opportunities; presenting assumptions; recommending objectives.
  • Administer and manage all business and fiscal services of the College.
  • Direct the operations and staffing of the Fiscal Services Department.
  • Work with College executive staff and other staff to assure college-wide institutional needs are met.
  • Promote an environment supportive of the College mission and vision, student-centered services, and teaching excellence.

Budget, Strategic Planning and Reporting

  • Provide fiscal oversight of budgets and fiscal activity throughout the year.
  • Work closely with the Associate Vice President of Fiscal Services to ensure alignment of district finance with BOT strategic plan, and other district planning tools, such as the academic plan, tech plan, and facility master plans.
  • Develop, oversee, and provide financial reports and interpretive analysis to support board-level policy decisions and stewardship of college assets.
  • Monitor the use of revenue and reserve accounts and ensure the District maintains appropriate level of reserve balances.
  • Recommend and develop financial models, analysis, and other District planning tools to assist others in making sound fiscal decisions.
  • Analyze changes in funding to the College based on legislative, enrollment, historical data economic outlooks, and other external factors that affect revenue and/or expenses.
  • Lead the planning and implementation of campus-wide training to improve financial literacy amongst budget owners and support staff.

Other Related Duties

  • Actively engage in the development and maintenance of an equitable workplace.
  • Serves on national and statewide committees as necessary and/or required.
  • Primary substitute for the Associate Vice President of Fiscal Services in their absence for all matters in Fiscal Services. In the event that the College may be faced with an institutional emergency, this position may be required to remain at their work location or repot to work to protect, recover, and continue operations at the College.

Qualifications

Education Required

  • Bachelor’s Degree from an accredited college or university or equivalent with coursework in accounting, finance, management, or other relevant areas of study.

OR

  • Bachelor’s degree and 5 years of experience in accounting, finance, management, or other relevant areas of study may substitute.

Experience Required

  • Supervisory level accounting and/or budget work within a governmental fund structure, within one or more of the following:
    1. A State of Washington agency or subdivision, or
    2. Any Higher Education institution, public or private
  • Minimum five (5) years of progressive supervisory responsibility, including supervision of full-time classified and/or exempt employees, and including supervision of employees who supervise others.
  • Demonstrated leadership skills in fiscal analysis and forecasting, budgeting, finance, or management.

Required Competencies

  • Knowledge of accounting payroll, budget analysis, purchasing contracts, and grants, capital projects, and personnel administration.
  • Knowledge of basic principles of investments and fiscal management practice.
  • Knowledge of college educational philosophy and top management administrative practices and procedures.
  • Knowledge of the goals, objectives, structure, and operations of educational institutions.
  • Knowledge of college policies and procedures.
  • Strategic planning skills to effect change in a multicultural environment.
  • Skill in promoting employee development and performance management.

  • Ability to make long-range plans and policy decision relative to the financial and physical growth of the college.
  • Ability to develop and interpret financial data/plans and manage resources.
  • Ability to think, reason, and make sound judgments on how responsibilities are completed in compliance with college standards and guidelines.
  • Ability to work effectively in a multi-ethnic/multi-cultural environment with students, faculty, and staff.
  • Ability to speak effectively to employees, faculty, staff, and community groups.

Terms of Employment

This is a full-time administrative-exempt position. The primary work location will be at Pierce College, Fort Steilacoom campus. Frequent travel to Pierce College campuses or other sites may occur. Standard work hours are between 8:00 am to 5:00 pm, Monday through Friday, with occasional evening and weekend hours required.

Salary & Benefits

The salary range for this position is $101,785.00 to $125,935.00 annually. The salary will be determined based on the candidate’s qualifications and related experience. Typically, new hires start no higher than $106,026.00/year, based on Pierce College’s Administrative/Exempt Compensation Plan. Your paycheck is just part of the total compensation package. There is an outstanding benefits package which is worth an additional value equivalent to about 30% of your salary. Administrative employees working half-time or more may take space-available classes for a reduced rate through our Employee Learning and Development program.
