Salary Range: $63,000 – $70,560 Annually

JOB DESCRIPTION: The Director of Building and Grounds is a working supervisor responsible for the daily efficient operations of the district’s physical plant. The Director assures the efficient operation of departmental programs through supervisors and staff that comprise the districts Grounds, Maintenance, and Warehouse Services support team.

MAJOR POLICY RESPONSIBILITY: The Director of Buildings and Grounds implements departmental guidelines to ensure enforcement of board policy and procedures. The Director shall monitor the effectiveness of guidelines and procedures and collaborate with the Superintendent or the designee to update said policies.

KEY FUNCTIONS:

A. HEALTH, SAFETY, AND CODE COMPLIANCE (FEDERAL, STATE AND LOCAL): The Director enforces programs and processes to ensure a healthy, clean, and safe environment for all. An effective Director operates programs that promote safe, efficient, and code compliant operations of facilities and grounds.

Representative Elements:

  1. The Director remediates deficient OSHA, EPA, Department of Health, Fire and Safety issues throughout the district.
  2. Preventive, Corrective, and Casualty work request programs are implemented and up-to- date.
  3. The Director assures current public pool certification, chemical application licenses, building operators certification, etc. are held in their applicable departments.

B. COMMUNICATION, COLLABORATION, AND EMPLOYEE RELATIONS: The Director has processes in place to involve staff and stakeholders to make informed decisions, communicate processes, and celebrate accomplishments.

Representative Elements:

  1. Conducts departmental meetings with staff on a regular basis.
  2. Meets with District Administrators on a regular basis.
  3. Works closely with the Wooster City Building Standards department, Wooster Police and Fire Departments, and the Wayne County Department of Health.
  4. Interview, makes recommendations for employment of employees for Maintenance, Grounds, and Warehouse staff.
  5. Facilitates training for staff.
  6. Supervise Maintenance, Grounds and Warehouse staff and make recommendations for re-employment.

C. PROGRAM DEVELOPMENT: The Director ensures the implementation of support programs that strengthens the mission statement of the organization. The programs include Grounds Services, Maintenance Services, and Warehouse Services.

Representative Elements:

  1. Provides oversight in the prioritization of work, remediation of issues, and coordination of operations.
  2. Implements ongoing energy conservation programs.
  3. Risk management assessments and regularly scheduled inspections are completed to ensure compliance to safety programs.
  4. Coordinates all daily maintenance activities to assure quick remediation of issues
  5. Provides oversight to the Maintenance, Grounds and Warehouse programs.
  6. Collects and retains all pertinent records and documents required of the position.

D. FISCAL RESPONSIBILITY AND RESOURCE MANAGEMENT: The Director provides oversight of the departmental budgets in relationship to personnel time management, material purchases, and contract labor. The Director allocates resources through the direction of the Superintendent or designee to allow efficient operational programming.

  1. Seeks competitive pricing for all materials and contract labor.
  2. Manages fiscal resources to align expenditures with departmental goals.
  3. Oversees the department’s operational costs.
  4. Assesses and evaluates employees of the Grounds, Maintenance, and Warehouse Services departments.
  5. Ensure district purchasing and accounting procedures are followed and enforced.

QUALIFICATIONS: Work related field or like technical school training with 5-years work related experience preferred.
