Director of Corporate Compliance

Planned Parenthood Columbia Willamette (PPCW) is hiring a Director of Corporate Compliance to join our administration team

The Director of Corporate Compliance is responsible for ensuring PPCW employees, contractors, volunteers, interns, fellows, and Board of Directors follow the internal policies and proceduresas well as external regulatory and contractual requirements. The Director of Corporate Compliance is responsible forbuilding systems that foster and enable compliance. The Director of Corporate Compliance will uphold PPCW’scommitment to equity by applying an equity lens to compliance policy and procedure. In addition, this role will serve asan independent resource for members of the organization to report potential compliance infractions, as well asinvestigate and resolve matters in adherence with internal corporate compliance policies and procedures. The positionrequires proficient understanding of healthcare compliance and corporate risk management.

Compensation: $114,000 – 137,000 annually depending on experience.

Schedule: Full-time Monday – Friday. Schedule flexibility will be discussed during the interview process.

Position Details: This is a non-represented, salaried (exempt) position.This position is based out of Flanagan Regional Service Center in Northeast Portland, currently working remote. Hybrid and remote work options will be discussed in the interview process. PPCW complies with all Federal and State Covid-19 Vaccine Mandates.

Required Qualifications:

  • Active Oregon and/or Washington state bar license in good standing.
  • Juris Doctor (J.D.) degree from ABA-accredited law school.
  • 5 years of legal experience including working in healthcare compliance and regulatory matters.

Preferred Qualifications:

  • Healthcare compliance certification (e.g., CHC, CHPC, CPCO, CHPS).
  • Experience in medical law or employment & labor law.
  • Experience negotiating, drafting, and/or editing with a wide range of complex commercial agreements, including technology transactions, health care agreements, data sharing agreements and sales contracts.
  • Experience leading projects, including collecting, distilling, and summarizing issues from relevant stakeholders and moving projects forward.

Essential Functions:

Corporate Compliance:

  • Develop, implement, and revise compliance policies and procedures and provide recommendations to streamline and make improvements.
  • Assist departments in developing and revising policies and procedures.
  • Collaborate with other PPCW administrative, financial, and operational departments to ensure operating procedures, systems, and standards align with compliance requirements and controls.
  • Ensure PPCW’s internal policies and procedures are adhered to avoid illegal, unethical, or improper conduct.
  • Act as the project manager for PPFA Affiliate Accreditation, including mid-cycle reviews, supporting all indicator owners, and liaising with PPFA prior to, and during accreditation. Analyze legal, regulatory, licensing, and accreditation requirements and their impact on operations and oversee development of compliance risk mitigation plans.
  • Draft, review, and revise legal memos for internal and external communications.
  • Oversee and chair the Compliance, Quality, & Risk Management Committee (CQRM), assisting PPCW Board of Directors and staff in fulfilling its oversight responsibilities regarding healthcare regulatory compliance, quality improvement, and risk management. Oversee risk management program, including the review of new claims or settlement demands and recommendations regarding next steps; the monitoring and tracking of actively filed lawsuits; the filing of all necessary and required reports, including but not limited to, the NPDB and certain payors as per agreement; collaboration with ARMS and outside counsel regarding case disposition.
  • Develop and monitor annual training for the Board of Directors, in partnership with the CEO and Executive Assistant
  • Act as the designated HIPAA Compliance Official (Officer) for Privacy and Security to ensure HIPAA compliance programs are developed, maintained, updated, and monitored.
  • Collaborate with PPCW Revenue Cycle and Patient Services Administration to oversee and ensure Medicare and Medicaid Fraud and Abuse and coding compliance.
  • Oversee professional liability incidents and response in conjunction with the Medical Management Team.
  • Review Security and General Liability incidents, in partnership with CAO and Director of IT & Facilities.
  • Oversee financial, business licensing and related compliance in conjunction with the CEO, CAO, and VP of Finance.
  • Receive, investigate, and respond promptly and effectively to compliance-related queries and complaints. Monitor hotline, and review, investigate, and remediate compliance concerns through performance of root cause analysis and development and implementation of remedial action plan and retraining.
  • In consultation with CEO and CAO, act as point of contact for outside counsel, other affiliate legal resources and matters.
  • Communicate compliance findings or issues to the Board, management and/or legal counsel as required.
  • Support affiliate audit requirements, including regulatory required audits and internal audits as well as risk assessments.
  • Ensure compliance controls are incorporated into PPCW systems and personnel are accountable and responsible for compliance.
  • Monitor new and ongoing developments in federal and state laws and regulations to ensure appropriate revisions to compliance practices, policies, and procedures; to provide updated legal analysis regarding impact of changes to PPCW operations, administration, and financial activities; to provide (as directed) commentary to proposed regulations and/or litigation.
  • Lead, train and coordinate awareness of compliance issues and regulatory procedures.
  • Monitor relevant regulatory policy and law, report internally and provide recommendations.
  • Prepare, organize, and maintain compliance records, files & documentation.
  • Act as Liaison with the corporate insurance broker, E&O, Property, etc. (Excl. Malpractice)

Contracts:

  • Develop intake and vendor management system to ensure vendors are properly vetted and assessed, with a focus on physical and information security, brand and reputation, and equity and inclusion.
  • Develop and implement contract management process to ensure timely review of new and renewing contracts.
  • Negotiate and review contracts as needed, in coordination with department leads, ensuring compliance with appropriate laws, regulations, corporate policies and procedures.
  • Understand and make suggestions to mitigate potential areas of risk in PPCW’s contractual obligations.
  • Prepare, organize, and maintain contract records and files.
  • Represent PPCW and coordinate work with external legal counsel as required.
  • Advise management on legal issues as needed pertaining to Collective Bargaining Agreement, employment law related issues, implementation and/or application of human resources policies and procedures Attend and/or support Collective Bargaining Agreement contract negotiations on behalf of management as necessary.
