About the Governor’s Workforce Cabinet:
The Governor’s Workforce Cabinet (GWC) focuses on aligning the state’s education and workforce systems, to better connect employers and skilled individuals and strengthen the state’s economy. Cabinet members are appointed by the Governor and include business and community leaders, education leaders from K-12 and postsecondary institutions, Indiana lawmakers and leaders from state agencies. Members represent Indiana’s 12 economic growth regions and key industry sectors.
Salary Statement:
The salary for this position traditionally starts at $75,000 but may be commensurate with education or work experience.
About the Job:
The Director of Grants and Monitoring oversees the administration of the Federal Carl D. Perkins Grant to ensure that eligible recipients and other grantees comply with Federal grant guidance and Perkins legislation. This includes approving and tracking expenditures by the grantees to make sure they are in accordance with allowable uses for grant funds. This position provides extensive support, professional development, and guidance regarding federal and state grants to ensure that the eligible agency, Office of CTE, and Local Educational Agencies (LEAs) meet federal and state legal requirements regarding various federal and state grants, primarily the Carl D. Perkins – Strengthening Career and Technical Education for the 21st Century (Perkins V). In addition to managing the grant administration, the Director will implement and coordinate an annual review and monitoring process of all eligible recipients to help ensure that students have access to high quality Career and Technical Education programs. The Director of CTE Grant Administration and Monitoring will collaborate with the State Director of CTE and the Director of Data and Accountability to meet the Federal reporting requirements for the Carl D. Perkins grant and will be the primary contact for state and federal agencies for audits.
A Day in the Life:
The essential functions of this role are as follows:
- Manage Perkins Basic, Reserve and Leadership grants / contracts.
- Be able to interpret and apply Federal legislation and guidance to evaluate expenditures by eligible recipients and grantees.
- Serve as the lead for the CTE Team in working with the CHE Finance team to develop grants, contracts, MOUs, and special procurements.
- Collaborate with the State Director and other CTE team members to develop a strategically focused budget for the Perkins grant.
- Collaborate with the State Director to complete interim and final fiscal reporting requirements for Perkins.
- Work with the Director of Accountability to develop and maintain a digital grant management system (or to customize the state management system to meet the specific needs of CTE)
- Coordinate the monitoring process with the entire CTE team.
INCREASING THE COLLEGE-GOING RATE
- Lead the implementation of monitoring efforts by the Office of CTE to help ensure that students have access to high quality Career and Technical Education.
- Strengthen the utilization of the Carl D. Perkins: Strengthening CTE Grant to expand and grow CTE
- Providing guidance, professional development on strategies for utilizing Perkins funding to help increase postsecondary outcomes.
COMMUNICATING THE VALUE OF HIGHER EDUCATION
- Oversee regional outreach, education, and engagement pertaining to CTE and Perkins.
- Working with both secondary and postsecondary eligible recipients to develop strategies to help successfully meet Perkins performance metrics.
ENGAGING WITH THE COMMISSION’S PARTNERSHIP PENTAGON
- Collaborate with internal and external stakeholders to develop and maintain mechanisms that support information gathering and integration into Commission goals and metrics.
- Interact with and respond effectively and timely to requests from internal and external stakeholders.

What You’ll Need for Success:
You must meet the following requirements to be considered for employment:
- A minimum of a bachelor’s degree is required, and a master’s degree is preferred.
- At least three years of experience in CTE and/or grant management.
- Strong written and verbal communication skills, including public speaking skills, listening and information processing skills, and synthesizing skills.
- Familiarity with CTE policy, practice, and broader economic and other trends influencing CTE access and success.
- Strong strategic, analytical, organizational, and interpersonal skills.
- Strong computer literacy, including the Microsoft suite and related office productivity software.
- Ability to work as part of a collaborative team, manage multiple projects/priorities simultaneously, and lead in a decentralized, high-profile work environment.
- A detail-oriented self-starter who can be given a need or objective, break it down into executable pieces, identify questions that need to be asked, gather priorities and requirements, set and manage milestones, and then execute effectively.
- Good judgment, discretion, tact, and the ability to work easily with leaders across various organizational settings is required.
- Willingness and ability to travel across the state as needed, and across the nation on occasion.
Supervisory Responsibilities/Direct Reports:
This role may be utilized in a supervisory capacity based on agency needs.
