General Description of Position:
Provide leadership for the management and oversight of all aspects of the student academic records system and Institutional Research. Provides leadership in the development and implementation of new systems and enhancements of existing systems such as voice response and web-based services regarding registration. Develops and conducts research in areas that may include: student retention and attrition; student goal attainment; enrollment management modeling and forecasting, and functional benchmarking specific to higher education.
Major Responsibilities:
Registrar
• Manage college course registration process-manual and automated systems.
• Certify student enrollment.
• Oversee graduation certification. Review and certify degree and certificate requirements on applications for graduation to be submitted to the Vice Chancellor of Enrollment Services for final approval.
• Manage the processing of grades.
• Manage a system for the evaluation and processing of transfer of credit, articulation, and equivalency requests.
• Execute requests for transfer credits into the College, in collaboration with the Vice Chancellor for Academic Affairs.
• Monitor student’s academic standards of progress. Responsible for semester academic probation list to be sent to advisors and students.
• Issue transcripts. Ensure the security of academic data. Handle all internal/external communications between secondary/post-secondary institutions regarding requests for transcripts or related information about students’ records.
• Possess expert knowledge of FERPA. Train faculty and staff in FERPA.
• Provide leadership and training to faculty and staff regarding the use of the College’s student information system, degree completion tracker, and other software used in the registration and records process.
• Implement procedures relating to college policies, e.g., FERPA, academic records, etc.
• Maintain all student permanent records files, including upgrading, correction, and deletions.
• Communicate with Department Heads, Advisors, and Department Chairs to maintain updated program materials for recruitment and information purposes on program curriculum requirements.
ADDITIONAL RESPONSIBILITIES:
Data Analytics
• Providing data and analyses to senior administrators and others in support of strategic policy development.
• Supporting accreditation and self-studies and providing information about the college to development.
• Integrating outcomes assessment data into the long-range strategic plan.
• Designing, conducting, and reporting institutional research using high level statistical analysis.
• Preparing recommendations for a variety of audiences based on research findings.
• Supporting academic department chairs and program coordinators in the preparation and interpretation of annual outcomes assessment reports.

All responsibilities will be conducted within the parameters of the Family Educational Rights and Privacy Act (FERPA), other applicable regulatory requirements, and professional standards.

Minimum Qualifications:
• Bachelor’s degree in business, public administration, or data management information systems.
• Five years of relevant experience, including at least three years of direct leadership experience in registration and/or records.
• Three years of supervisory experience.
Preferred Qualifications:
• Master’s Degree is preferred.
Other Requirements:
• Interpersonal skills, attention to detail and the ability to handle major projects simultaneously are required.
• Strong written and verbal communication skills, as well as excellent presentation skills.
• Strong computer skills are essential.
• Goal-oriented and self-starter who is able to work effectively without much supervision.
