About The Role

This is an ideal position for a legislative aide or director seeking to transition into a corporation and support the national transition to fiber through strategic fiber partnerships with local officials and business leaders. The Fiber Partnerships Regional Director will have the primary responsibility for proactive local and community outreach to community stakeholders and decision-makers in the state of Texas, including but not limited to elected and non-elected municipal, community stakeholders, state, NTIA, and FCC officials. The objective of outreach is to garner support for Frontier’s fiber expansion in the community and develop fiber partnerships with communities to support fiber deployment, successful grant applications for state and federal (ARPA and IIJA) funding, and other direct funding relationships that help make fiber to the premises more broadly available within the community.
The Regional Director in Texas shall also identify and develop other sales and/or partnership opportunities to attract and serve business and residential growth within the community. This role will also oversee the staff in Texas and coordinate with various internal departments to execute partnership and/or sales opportunities. The ideal candidate will have experience in community/government affairs, economic development, corporate strategy and business development, and existing relationships within the state of Texas.

Experience in telecommunications and a working knowledge of telecommunications fiber technology are preferred although candidates without telecommunications experience will be considered. The position will be required to:

  • Identify, develop, and pursue public-private partnerships for all priority communities within the state of Texas
  • Establish ongoing, positive relationships with legislators, regulators, and other local government officials
  • Favorably represent Frontier and effectively advocate its positions with key community stakeholders
  • Draft, monitor, and interpret municipal meetings, ordinances, and/or regulations related to broadband policy and infrastructure
  • Identify and generate business opportunities and identify threats and communicate internally for responsive action
  • Coordinate the development of necessary advocacy strategy and execute strategy effectively to take advantage of opportunities and mitigate threats
  • Provide guidance to Frontier leadership on issues involving local/municipal matters
  • Coordinate data identification and collection to ensure timely response to internal and external data requests on topics such as fiber to the premises buildout
  • Gather intelligence about RFP and/or other direct funding opportunities and provide recommendations about whether to pursue
  • Oversee state-assigned staff within the region (Texas)

Responsibilities

  • Create, pursue, and communicate potential grant or other funding opportunities
  • Track opportunities, communications, and status of outreach for each priority community
  • Read and understand grant rules for Texas and provide input on grant requirements based on the application program rules
  • Partner with other internal functions and resources to conduct local outreach and engagement in targeted communities to secure local support for grant applications and evaluate opportunities for Public-Private Partnerships
  • Develop and maintain an ongoing, positive relationship with legislators, regulators, and other local government officials and community stakeholders
  • Generate, identify, and internally communicate opportunities and competitive threats to impacted management and impacted groups within the organization, coordinate the development of a necessary advocacy strategy, and execute
  • Work closely with internal SMEs to gather all information required to create, submit, and track grant application opportunities, with an emphasis on public-private partnerships
  • Respond to internal and external questions about broadband grants and other business and/or funding opportunities and applications, including providing detailed and comprehensive information about program requirements/conditions
  • Interface and maintain positive relationships with State Broadband Program Office personnel as needed and other key state/local officials in Texas
  • Communicate Community intelligence to larger grants team for decision-making

Required Qualifications

  • Bachelor’s degree
  • Minimum of 7 years of relevant experience in state or federal legislature, community, external and/or government affairs, economic development, sales, community outreach, or corporate strategy and business development strongly preferred
  • Proficiency in MS Word, PowerPoint, and Excel
  • Experience with Salesforce a plus
  • Strong analytical, problem-solving, and written and verbal communication and presentation skills
  • Proven ability to effectively distill and relay complex data and information in a straightforward manner
  • Ability to work in a fast-paced environment with multiple overlapping deadlines and deliver exemplary work products on time
  • Ability to work well with cross-functional teams including the ability to build a positive rapport with others working remotely
  • Ability to effectively manage a remote team
  • Ability to understand complex legal and regulatory documents, including grant and local rules, laws, and ordinances
  • Ability to understand and summarize complex funding documents and program rules and to communicate effectively, both orally and in writing (including editing and proofreading)
  • Ability to understand fiber broadband infrastructure, industry terms, and broadband services
  • Strong writing skills and ability to turn raw information provided by SMEs into well-articulated proposal content
  • Must have in-depth knowledge of ARPA, IIJA, and state broadband grant offices.
  • Experience with grants and RFP writing and grant submissions
  • Ability to travel to meet with targeted communities
