Located on the eastern border of North Dakota, Fargo is a vibrant community of 131,444 people and the largest city in the state. Fargo residents and visitors enjoy a broad assortment of recreational and cultural offerings. The FARGODOME, located on the NDSU campus, features collegiate sporting events, concerts, and entertainment events for every taste. The City’s downtown neighborhood has experienced significant redevelopment and reinvestment over the past two decades with several new residences and businesses calling downtown home.

The Director of Finance is a senior management leader in the oversight, development, and control of fiscal operations and in providing financial analysis and general business assistance to City departments and divisions, consistent with policy directives set by the City Commission. This position serves as a key advisor to the Finance Committee and is a member of the Mayor’s Cabinet. The Director of Finance has a 2023 department budget of $2,146,772and an authorized personnel complement of 41 employees. The position supervises an Assistant Director, three Finance Managers, the City Auditor, the City Assessor, and the Clerk of the Municipal Court and reports to City Administration.

Leadership Opportunities for the Position

New ERP system. The City Commission approved funding for an ERP replacement project that was initiated in 2022 and will continue for at two or three additional years. The existing ERP (Central Square) has been in use since 1997. The Director of Finance will play an important role in project pre-planning, vendor selection and final system installation with the guidance of software implementation consulting firm BerryDunn. Extensive collaboration with department leaders will be required as this process moves forward.

Budget strategy. The Director of Finance will serve on the Budget Development Team with the Mayor, City Administrator, and Assistant City Administrator. The Director of Finance will bring extensive knowledge of best budgeting practices to the team and participate in resource allocation across multiple departments and unique functions.

ARPA. Significant American Resource Plan Act (ARPA) funding has been awarded to the City of Fargo. This fiscal year will be a critical point in allocating remaining federal funds to the City’s highest priorities. The Director of Finance will provide valuable insight and guidance in leveraging these funds and addressing key City Commission goals and priorities.

Metropolitan Flood Diversion Authority Project. The City of Fargo serves as the fiscal agent for the $2.8 billion bi-state flood control project. The Director of Finance is responsible for the fiscal management of the project and has frequent interaction with the Bank of North Dakota, which serves as project trustee.

Managing growth. As a growing community Fargo has a robust debt profile and is an active issuer of municipal bonds. The Director of Finance will play a key role in capital financing and the issuance and administration of debt. The Director will be looked to for strategic guidance and input on the development of a long-range financial plan for the City of Fargo.

Compensation and Benefits

The 2023 salary range for this position is $141,211 to $183,560. The City of Fargo offers a robust benefits program including health, dental, and vision insurance and long-term disability insurance. Pension benefits are provided by NDPERS (ND Public Employees Retirement System); employees contribute 7 percent of gross income and the City contributes 8.26 percent. An optional 457 Plan for deferred compensation is also available to employees. Residency within the city limits of Fargo is not required. Relocation assistance is negotiable.

Desired Qualifications

This position requires a master’s degree in public or business administration with an accounting, finance or a related field as a specialization or undergraduate degree and ten years of progressively responsible governmental accounting or financial management experience, including five years of supervisory responsibility, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of this position. Qualified candidates will have experience in fund accounting, financial reporting, capital financing, and investments. Experience administering defined benefits pension programs is a plus. Demonstrated leadership in strategic financial management and exceptional relationship building, interpersonal, and communications skills are required.
