ANTICIPATED SALARY RANGE: $110,000 – $118,000 annually, dependent upon qualifications, plus a comprehensive benefits package to include membership in the Arizona State Retirement System

NATURE OF WORK: Under limited direction of the County Administrator or designee, performs professional managerial work of unusual difficulty in the management of county public health and social service programs; responsible for fraud prevention, detection, and deterrence; performs related work as assigned.

Essential Functions

TYPICAL DUTIES: (Illustrative Only) Manages and oversees the operations of a department consisting of nursing and public health services, health promotion and disease prevention and environmental health services, Public Fiduciary, AAA Case Management, indigent burials, Detention Medical Services, Medical Examiner cases, Opioid Litigation Settlement fund disbursement, and Title 36 billing. Manages personnel; ensures that department personnel enforce all rules, regulations, and statutes pertaining to public health and social services; plans, organizes, and directs departmental activities; develops and implements new programs, policies, and procedures to address changing needs and concerns regarding health; develops and maintains departmental budget; responsible for all personnel matters; prepares reports; coordinates, evaluates, and modifies services and programs; attends meetings, conferences, and hearings; presents testimony; supervises and evaluates staff. Makes recommendations to the Board of Supervisors and Board of Health regarding programs overseen by the Department and interacts with state and federal health agencies on a regular basis.

Minimum Qualifications
MINIMUM QUALIFICATIONS: A Master’s Degree in Public Health, Nursing or Health Administration or a related field from a regionally accredited institution of higher learning recognized by the US Department of Education; seven (7) years of progressively responsible experience, four (4) of which must be in a supervisory capacity in a public/private health environment; must possess and maintain a valid Arizona driver’s license and have the ability to be covered by county insurance. Preference may be given to individuals who possess a minimum of three (3) years public sector experience.

An equivalent combination of education and/or experience from which comparable knowledge, skills and abilities have been achieved may be considered.

KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of:

  • laws, rules, and regulations that affect county public health care and social service delivery systems;
  • indigent and public health principles, practices, functions, and services;
  • budgetary principles and practices.

Considerable knowledge of:

  • public health and social service programs;
  • county government organization and functions;
  • the principles and practices of public administration;
  • the principles and practices of management and supervision;
  • standard practices for fraud prevention, detection, and deterrence;
  • fraud prevention, detection, and deterrence
  • grant development, grant writing and grant administration.

Considerable skill in:

  • developing, coordinating, and directing comprehensive programs in the public arena;
  • analyzing administrative and fiscal problems and developing feasible and effective solutions.

Ability to:

  • follow written and verbal instruction;

  • communicate effectively verbally and in writing;
  • develop and maintain effective working relationships with community health stakeholders;

WORK ENVIRONMENT: Work is primarily performed under limited supervision. Incumbent generally performs work in a typical office setting with appropriate climate controls. Work may be performed in a medical environment with possible exposure to needles and blood borne pathogens. May require working evenings and weekends.

PHYSICAL REQUIREMENTS:
Essential functions of this position require: lifting, manual dexterity, ability to communicate.
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body; involves sitting majority of time; walking and standing are required only occasionally and all other sedentary criteria are met.
Mental Application: Utilizes memory for details, verbal instructions, emotional stability, critical thinking, adaptability and creative problem-solving skills are important.
