GENERAL PURPOSE
The Director is responsible for the overall management of the Hendricks County Public Safety 911 Communications Center.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Duties include, but are not limited to:

  1. Ensures ongoing communication and collaboration of 911 center needs and services between the Communications Center and all public safety agencies in Hendricks County.
  2. Ensures the immediate, effective, and efficient delivery of 911 call center services to the general public.
  3. Directs the coordination and cooperation between the Communications Center and other Communication centers in adjoining counties and with state agencies.
  4. Reviews and monitors all leases, contracts and other agreements including consultant services for the Communications Center to ensure compliance.
  5. Proposes enhancements to current communication programs and stays current on new technologies that may provide improvements to the Communications Center’s performance.
  6. Investigates complaints against employees and or responding agencies and responds in a manner resulting in appropriate complaint resolution.
  7. Coordinates the preparation and presentation of an annual budget for the Hendricks County Communications Center; directs the implementation of the overall department budget; plans for and reviews specifications for capital and project budgets, and new or replaced programs and equipment.
  8. Completes administrative duties to include attending meetings, reviewing reports, completing various reports, approving departmental payroll, approving invoices, answering inquiries, etc., as needed.
  9. Attends meetings for and is the primary staff liaison for the Advisory and Operational Boards. Also attends County Commissioners meetings as requested.
  10. Maintains all certifications required and fills the role of communications officer as required.
  11. Maintains an effective communication process with the Director of Public Safety.

Supervisory Responsibilities: Supervises employees in the Hendricks County Communications Center. Employee carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; scheduling and approving time worked; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience: Bachelor’s degree (B.A. /B.S.) from a four-year college or university; and five years related experience and/or training; or equivalent combination of education and experience. Previous experience in a dispatch or call center environment is required. Previous supervisory experience is required. National Incident Management System (NIMS) certifications 100, 200, 300, 400, 700, and 800 are required.

NECESSARY KNOWLEDGE, SKILLS AND ABILITIES

The following skills and abilities are either required or desired.

  • Computer software skills required include: Microsoft Outlook, Word, Excel, and PowerPoint, Schedule Express, Aladtec, Computer-Aided Dispatch, Computer-Aided Design (CAD) System, Geographic Information System (GIS), Public Safety Communications System (PSCS), E-911 Master Street Address Guide (MSAG), and Global Positioning Satellite (GPS) Systems.
  • The ability to utilize a broad knowledge of management principles, practices and techniques to formulate and coordinate activities and functions with the department is required.
  • A working knowledge of the operation of computerized public safety information systems, radio equipment, telephone systems, alarm systems and other communication equipment is required.
  • A working knowledge of the principles, laws, policies, methods, practices and regulations pertaining to the dispatch of emergency equipment is required.
  • A working knowledge of police and fire department systems and practices.
  • The ability to plan, organize, direct, and coordinate the activities of the Communications Center is required.
  • The ability to identify, coordinate and resolve a wide variety of issues related to emergency dispatch operations is required.
  • A working knowledge of emergency dispatch services and training requirements is required.
  • A working knowledge of radio frequencies, procedures, limitations, acronyms and codes is required.
  • A working knowledge of County geography and area law enforcement is required.
  • The ability to use and understand maps is required.
  • The ability to make sound and rational decisions including exercising independent judgment within established protocols and guidelines is required.
  • The ability to enforce rules and follow all established protocols and guidelines is required.
  • A general understanding of accounting principles and practices and report writing, while paying close attention to detail is required.
  • The ability to maintain and cultivate positive relationship with residents, vendors and other Town departments is required.
  • The ability to resolve conflicts between employees and between employees and residents is required.
  • CPR/AED certification is required.
  • The ability remain current with all required licenses, certifications and in-service requirements is required.
  • The ability to operate a computer, printer, copy machine, scanner, fax machine, and other office equipment is required.
  • The ability to speak, read and write in English is required. Spanish is desired.

While performing the duties of this job, the employee occasionally is exposed to working near moving mechanical parts and the risk of electrical shock when working with office equipment and outdoor weather conditions. The noise level in the work environment is usually quiet to moderate.

While the offices of the Hendricks County Communications Center are open 24 hours a day, this position may require work on the weekends and holidays. It may also require the ability to drive Town vehicles. Thus, a valid driver’s license may be required.
