COMPENSATION: Salary Range: $90,000 -$110,000

POSITION SUMMARY

Under the supervision of the VP of Finance, the Director of Information Technology and Systems leads, plans, directs and manages PPSLRSWMO’s Information Technology and Systems program. This Director ensures the development and implementation of cost-effective systems and efficient electronic operations to meet current and future decision-making requirements. The Director of Information Technology and Systems provides leadership organization-wide and strategic direction in areas of policy and planning for all information systems and related functions including telecommunications services.

PRIMAY DUTIES PERFORMED

Strategic Leadership Functions:
• As the organization’s most senior Information Technology and Systems expert, leads PPSLRSWMO’s IT program implementation in a way that can be sustainable and scalable in the context of business changes and growth.
• Leads the incubation of new IT-related business development, revenue generation and collaboration approaches in the service of the PPSLRSWMO mission and goals, with regard to information technology infrastructure development.
• Effectively communicates, providing counseling and guidance with the board and senior leadership team regarding planning, implementation, use and support of technology resources.
• Identifies and presents to the senior management team the best long-term direction for information technology and systems functionality.

Essential Functions:
• Manages IT Support Specialist/Junior Administrator
• Directs the design, development, maintenance and acquisition of efficient and cost-effective systems, programs and software to meet the Organization’s information technology needs.
• Leads information and technology system operational planning, including business requirements, project planning, and organizing and negotiating the allocation of resources.
• Develops and oversee the budget for these functions, accounting for the needs and objectives of all the agency’s departments.
• Reviews the quality and performance of IT systems to determine operating costs, staffing, productivity levels, and upgrade requirements. Leads the deployment, monitoring, maintenance, development, and support of all hardware and software based on department needs.
• Oversee provision of end-user services, including EHR and IT helpdesks, and technical support services.
• Establishes IT and information security policies, standards, practices and security measures to ensure effective and consistent information processing operations and to safeguard information resources.
• As the HIPAA Security Officer, implement, monitor, and enforce HIPAA security policies, and in coordination with the Legal & Compliance Team, HR and other departments, ensure that the staff is trained on HIPAA policies and procedures and that those policies and procedures are being implemented, monitored, and followed.
• Leads the negotiation and administration of vendor and consultant contracts and service agreements.

Other Responsibilities:
• Manages all daily operational aspects of agency’s IT infrastructure.

Directs the management of the various components of PPSLRSWMO’s network, including, but not limited to, practice management and electronic health records (EHR) systems, contact center’s unified communications platform, accounting and development software

Maintains audits and continuously improves security management for the Organization’s computer systems and networks, including electronic health records, software, hardware, and telecommunications. Maintains and troubleshoots all network back-up and recovery processes.
• Develops, tracks and controls the information technology planning process, operating and capital budgets. Ensures that the IT plan and budget is in accordance with the overall mission and philosophy of the agency.
• Establishes and implements technology training for users to ensure the effective and efficient use of technology resources. Collaborates with Human Resources and Medical Services departments on agency-wide training initiatives.
• Acts as project leader for key technology initiatives. Interacts with senior leadership and end users in the analysis, selection, planning, implementation and ongoing support of new systems/applications.
• Identifies appropriate and cost-effective technology solutions and resources, including staffing, out-sourcing, purchasing and in-house development.
• Defines methods for acquiring, implementing, operating and maintaining telecommunications services, systems, equipment, and software.
• Performs special assignments as requested.

QUALIFICATIONS

A bachelor’s degree from an accredited college or university is preferred or equivalent work-related experience. A minimum five years of hands-on leadership and extensive knowledge in the field of IT and program development/project management and management required. Excellent written and verbal skills are necessary, as is the ability to work with outside vendors and agency representatives with professionalism, tact and effectiveness. Strong administrative and organizational skills, including budgeting and reporting.

Motivated self-starter and fast learner with high degree of personal discipline. Patience, initiative and ability to work under minimal supervision are required. Interest in and desire to expand knowledge of computer and information systems required. Must have a car and be willing to travel throughout the Missouri and Southern IL area to all PPSLRSWMO sites.
