SALARY: $140,958-$160,148.
*This salary range is within the Management Supervisory Service salary schedule from MS 16. Salary in this range will be based on a multitude of factors including applicable rules, regulations, and guidelines.

DESCRIPTION OF DUTIES
The duties of the Director for Policy and Legislative Affairs include managing the Policy and Legislative Affairs Unit to research and develop policy positions on the range of legal issues affecting the District; working with OAG’s the Senior Leadership Team and OAG’s Divisions to develop policy and legislative priorities; developing and reviewing legislation to advance OAG’s policy and legislative priorities; serving as the main point of contact at OAG for the Council of the District of Columbia (Council); building and maintaining strong relationships with Councilmembers and Council staff; consulting with District agencies, stakeholders, and communities to understand their needs and build consensus; drafting and reviewing all OAG testimony before the Council; ensuring that OAG speaks with one voice to the Council and that all agency statements are consistent with OAG’s legal and policy positions; and directly supervising the attorneys and staff in the Policy and Legislative Affairs Unit.
QUALIFICATIONS:
The successful candidate will have a minimum of 10 years of policy, legislative, or legal experience. The candidate must have excellent oral and written communication skills, including excellent writing and editing skills. The candidate must be extremely well organized; have the ability to build strong relationships within OAG and at the Council; and have the ability to be creative in developing legislation and policy positions to advance the needs of District residents. Management and legal experience is preferred. Demonstrated commitment to public service is a plus, as is an understanding of District government.
This is a Management Supervisory Service (MSS) At-Will position.
RESIDENCY REQUIREMENT: If the position you are accepting is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of employment and continue to maintain residency within the District of Columbia throughout the duration of employment. Direct reports to the Attorney General must be DC residents.
SUBSTITUTION OF EDUCATION: A substitution of education for required experience is not allowed per defined in OPM’s Qualification Standards.

GENERAL SUITABILITY SCREENING: The selected candidate will be subject to a background investigation including reference checks.PRIORITY CONSIDERATION: Displaced Employee Priority Placement: Candidates who are eligible for the District of Columbia’s Displaced Employee Program (DEP) and Agency Reemployment Priority Placement Program (ARPP) will be given priority consideration for this position, if found qualified.
EMPLOYMENT BENEFITS: Selectee will be eligible for health and life insurance, annual (vacation), and sick leave and will be covered under the District of Columbia government’s retirement plan. However, if selectee was previously employed in the District of Columbia’s government, under an appointment for which he/she was eligible for Civil Service Retirement (CSR), contributions to CSR will resume upon re-employment.
