DIRECTOR OF PROGRAM DEVELOPMENT

The Office of Program Development and Implementation (OPDI) is a unit within the DHS Executive Office established to make system improvements and enhancements by developing programs, policies, procedures, and training; supporting implementation; and monitoring and evaluating performance.

The Department of Homeless Services is recruiting for one (1) Administartive Staff Analyst NM-2 to function as a Director of Program Development, who will:
• Liaise with the DSS Office of Policies, Procedures, and Training (OPPT) and other DHS stakeholders to develop, revise, integrate and sustain critical agency policies to ensure the well-being of families and individuals.
• Collaborate with Agency divisions to identify training needs and liaising with DSS OPPT to develop training programs for Agency and provider staff.
• Lead a team of project coordinators who will collaborate with internal and external stakeholders to publish written guidance and training material.
• Develop and maintain systems to ensure the timely development and completion of the various procedure and training projects.
• Assess the provision of services at shelters, as well as develop protocols and quality assurance standards to ensure consistency and quality in practice across provider agencies.
• Establish and lead multi-stakeholder working groups on selected projects to creatively advance agency initiatives.

Minimum Qual Requirements

1. A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in “1” above.

• Ability to build and maintain effective working relationships across programs and with outside agencies.
• Excellent analytical and management skills.
• Demonstrated ability to manage multiple, time sensitive responsibilities effectively and independently in a fast-paced environment.
• Excellent working knowledge of Microsoft Word and Excel is required.
