Description
The Maryland-National Capital Park and Planning Commission Prince George’s County, Department of Parks and Recreation, Aquatics and Athletics Facilities Division is seeking a Director of Program Services at the Prince George’s Sports & Learning Complex.
Under general direction, provides advanced professional recreation or park facility management in the operation and maintenance of a multi-functional recreational complex (i.e., major athletic complex combined with aquatic facility, or 18-hole golf course with pro shop, snack bar, and driving range, or a community center with splash park or pool). Manages multiple and distinct simultaneously operating programs at a multi-functional complex. Managers at this level are required to have a high degree of specialized knowledge and expertise related to the complex’s major programs and operations. Incumbents are responsible for applying technical expertise in the development and management of diverse sporting, recreational, and cultural programs. The position’s work assignments often include special projects requiring a comprehensive knowledge and application of business practices and the administration of park and recreation programs to plan and implement innovative and successful revenue-generating programs critical to the department. Performs other related duties as assigned.
The M-NCPPC offers a competitive salary range of $63,374 to $112,457 at the Director of Program Services level with an excellent benefits package including generous leave, extensive health coverage, deferred compensation plan, employer’s retirement plan, and work-life programs. The hiring range for this position will be $63,374 to midpoint of the advertised salary range and will be based on the candidate’s qualifications and experience.
Examples of Important Duties
- Year-Round & Seasonal Facility Management
- Responsible for Management and Supervision of Career Employees. Responsible for Reports, Statistics, Evaluations and Training
- Supervise the processing and maintenance of administrative records and reports.
- Supervises the operations of a highly active aquatics, fitness, and gymnastics venues, crafting operational goals and objectives while providing leadership to facility management teams to ensure goals and objectives are achieved.
- Works with internal facility maintenance personnel to ensure that the facilities’ systems are operating properly and supervises staff on the day-to-day maintenance and repair of the facility. Actively assists in coordinating major maintenance, repairs, and construction projects.
- Identify new programs, equipment, or methods; develop programs/services based on research and information gathered.
- Sets programs standards for related venues and ensures that programming staff offer a wide variety of cultural, interpretive, historical, or recreational programs to meet the need of the community.
- Collaborates to develop marketing strategies for programs to increase usage and attendance.
- Conducts frequent inspections to supervise day-to-day operations and programs. Advises managers on ways to tackle technical problems, follow administrative procedures, and improve operations and management of venues.
- Keeps supervisor advised about meaningful matters. Makes recommendations for new or revised management processes, policies, training programs, or new equipment.
- Supervises the operating budget for each venue, working with aquatics, fitness, gymnastics, and facility operations managers to prepare annual projections and monitors revenues and expenditures throughout the fiscal year to ensure each venue reaches budgeting expectations.
- Communicate with various cross-functional teams within assigned complex and in other divisions to properly administer various programs, events, and initiatives.
- Provides guidance to subordinate staff on employee-related matters (i.e., disciplinary, training, recruitment, and selection, etc.)
- Investigate and resolve complex issues and questions.
- Actively attend and participate in various job specific committees.
- Must be willing to work evenings, weekends, and holidays as needed.
- Participate and perform Manager on Duty (MOD) responsibilities monthly.
- Other duties and special projects, as assigned to include oversight of recreational programming as well as seasonal summer camps.
Preferred Candidate will have:
- Bachelor’s Degree
- Four or more years of facility and program management experience
- Experience with preparing and maintaining large scale budgets.
- Experience coordinating and managing Fitness and Aquatics Programming
- Ability to manage large scale projects.

Minimum Qualifications
1. Bachelor’s degree or four years experience in one of the following fields: parks, recreation, education, business administration, physical education, communication, leisure services, or in area of required specialty; and
2. Four years of progressively responsible professional experience working in a facility related to parks, recreation, education, business administration, physical education, communication, leisure services or area of required specialty, including two years as a facility manager, program coordinator or supervisor; or
3. An equivalent combination of education and experience; and,
4. A valid operating license (e.g., county pool operator’s license and child care license), where appropriate.
5. A valid driver’s license may be required.
