Position Title: Director of Seamark PROS

Reports To: AVP of Recovery Services, Behavioral Health Services

General Purpose:

PROS Director provides clinical and fiscal oversight to the Goodwill Seamark PROS Program. Program must operate in accordance with NYS Regulations, Part 512 for Personalized Recovery Oriented Services, as well as agency requirements for providing clinical care and rehabilitation services to individuals diagnosed with Serious Mental Illness in a person-centered, recovery focus, & goal orientated manner. The Director oversees the coordination and delivery of all recovery, treatment and support services within the program ensuring program participants can explore, identify, and achieve their life goals in a meaningful and person-centered manner.

Essential Functions:

  • Oversee program operations to ensure a person-centered, recovery-oriented model, with collaboration among the team; promote professional, quality service delivery to all program participants.
  • Responsible for recruiting & directing staff; providing clinical supervision to staff and effectively communicate program goals and managing job performance.
  • Ensure that the program meets and maintains all regulatory requirements as outlined by the program’s funders (OMH, Medicaid Medicaid-MCOs and Medicare.)
  • Conduct Quality Assurance, Utilization Review, and program evaluation to guide strategic planning and development of services and activities to meet the needs of participants.
  • Oversee staff training and the completion of all mandated training specified by the agency and program funders.
  • Submit accurate and timely reports in line with requirements from agency, licensing body and/or funder.
  • Monitor program budget (revenue & expenses); track service utilization, promote services within program to ensure program sustainability.
  • Serves as an agency representative at community, regional, national, and social service functions, as well as performing public relations activities as requested.
  • Adheres to agency and NYS OMH policies & procedures in response to any incidents or emergencies; coordinates appropriate interventions, along with the Safety Director, to ensure health and safety.
  • Supervise Asst. Director on development of relationships with referral sources, service providers and community resources. Oversee the management of referral and intake process.
  • Establishes Evidence Based Practices and set goals for the program and ensure the program remains compliant and in good standing with OMH, Medicaid and Goodwill standards.
  • Monitor the completion of all required assessments including Psycho-socials, Psychiatric Rehabilitation, Vocational Readiness, Immediate Needs Assessment, and Substance Use screenings & assessment within established timeframes.
  • Ensure the development of Individualized Recovery Plans (IRP) in collaboration with participants, based on the above listed assessments across the team.
  • Oversee the maintenance of all charting activities (including participant demographics, treatment and employment data) in electronic health records and OMH database (Foothold/AWARDS, CAIRS, & NYESS).
  • Manage a caseload of up to 5 participants, including case management, collateral contacts, referrals, vocational assistance, and other needs, to coordinate services.
  • Work with BHS administrative staff to ensure quality of services and tracking of program outcomes.

Qualifications/Basic Job Requirements:

  • NYS LCSW (preferred), LMSW, LMHC, LCAT or LMFT with clinical and management experience of at least 3 years
  • Have 3-5 years of experience working with persons living with severe mental illnesses
  • Capacity to manage, develop and motivate a team while promoting staff development performance.
  • Experience with provision of services in a group modality.
  • Proficiency in Microsoft Office.
  • Knowledge of PROS program model and regulations is a plus
  • Knowledge or training of evidence-based practices: Individual Dual Diagnostic Treatment, Wellness Self-Management, Individual Placement and Support, Motivational Interviewing and Family Psychoeducation.
  • Excellent oral and written communication skills, ability to multi-task in a very fast and demanding work environment a must

  • Responsible for developing and enhancing operations and services within the PROS program.
