THE POSITION
The Pennsylvania Liquor Control Board (PLCB) – which serves as the commonwealth’s responsible seller of wines and spirits, regulates Pennsylvania’s beverage alcohol industry, and promotes social responsibility and alcohol education, while maximizing financial returns for the benefit of all Pennsylvanians – is seeking an experienced, energetic professional to serve as the Director of Retail Communications within the Communications Office.
In this exciting role, you will be responsible for performing communications responsibilities at a professional level and executing various internal communications regarding the activities of the PLCB and Store Operations.

DESCRIPTION OF WORK
This position is responsible for focusing on the creation of concise and pertinent messaging from Central Office to the Field, as well as maintaining any internally facing intranet sites to ensure all information is accurate. This work involves serving as a writing and editing support resource for Store Operations within the agency; drafting, proofreading, and editing memos, briefs, talking points, correspondence, promotional material, training materials, presentations, newsletters, reports, website content, etc; creating messaging for Store Operations on changes and matters affecting the field; and performing other related duties.

Work Schedule and Additional Information:
- Full-time employment.
- Work hours are 8:30 am to 5:00 pm, Monday – Friday, with 60-minute lunch.
- Telework: You may have the opportunity to work from home (telework) full-time, but in-office attendance may be required as operational needs dictate. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the Northwest Office Building in Harrisburg.
- Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
- Three years of experience in preparing public relations promotion through all media; and a bachelor’s degree with major course work in journalism, communications, English, or a related field; or
- An equivalent combination of experience and training.
Additional Requirements:
- Must have three or more years’ experience establishing, developing, and/or executing communications policies, procedures, and programs.
- Proficiency with Microsoft Office applications including Word, Excel, and Outlook.
- Proficiency with remote working technologies such as Microsoft Teams.
- Effective communication skills, both orally and in writing.
- Experience writing, editing, and proofreading.
- Ability to manage interpersonal dynamics.
- Ability to collaborate, build, and maintain productive professional relationships across business units.
- Familiarity with communication measurement tools and techniques used to assess the impact and effectiveness of internal communications initiatives.
- You must be able to perform essential job functions.
Preferred Qualifications (not required):
- Experience in retail communications.
- Experience with a retailer having over 500 locations.

- You must pass a background investigation. An applicant with a felony conviction within the last ten years of their prospective date of employment is not permitted to work for the PLCB, per section 210(c) of the Pennsylvania Liquor Code. Other criminal convictions will be reviewed on a case-by-case basis.
