DESCRIPTION

Reporting to the Chief Financial Officer, the Director of Sponsored Projects provides leadership, oversight and management to the School of Biological Sciences Sponsored Project (SP) and Research Administrative units (annual direct cost expenditures exceeding $50 million), new PI Start-ups (state funds), and UC Foundation funding sources ($10 million annually). The School is comprised of four academic departments with 100+ ladder-rank faculty.

Sponsored project funding encompasses more than 30 funding agencies and multi-PI, multi-site research projects with multiple year project periods (typically 1-5 years). Responsible for the development, continued surveillance, and long-range planning of methods, systems, resource organization, and materials required to ensure fiscal control and meet School objectives. Responsible for policy and procedure development, review, analysis and implementation. Responsible for process development, adherence to standard work, tracking of KPI and continuous improvement for SP teams. Independently oversee and coordinate all audits of proposals and other faculty funds by both internal and external units and agencies. Serve as senior resource to the School (academic leadership, faculty, and staff) on all sponsored projected related issues. Oversee, direct, and manage pre-award and post-award teams.

Closely partner with peer managers and directors to ensure consistent and effective support for our faculty portfolios, promote cross-training, and problem solve complex issues. Perform other duties as assigned.

QUALIFICATIONS

  • BA degree in finance or accounting or equivalent combination of education and/or work experience.
  • Ability to manage high volume and complex transactions.
  • Ability to perform highly complex financial analysis and customized reporting. Strong analytical, problem-solving, creative, negotiating and organizational skills including the ability to collect and analyze data, interpret policies and procedures and apply them to routine as well as unique and complex situations. Proven ability to establish or recommend alternative solutions. Skill to develop innovative approaches, techniques and procedures to provide more efficient and responsive services.
  • Working knowledge of contracts and grants transactions and applicable financial systems, as well as related policy, accounting and regulatory compliance requirements. In-depth knowledge of federal, state and private contract and grant regulations with the skill and ability to read, comprehend and execute the regulations of novel or unique agencies or programs.
  • Strong interpersonal skills, service orientation, ability to multi-task effectively in a varied, high-volume environment, judgment and decision-making, reasoning, ability to develop original ideas to solve problems, and effective verbal and written communication skills. Proven leadership skills with the ability to act independently and exercise sound judgment, with the acumen and sensitivity to identify those decisions and activities which require confidentiality and/or higher-level consultation and/or group collaboration.
  • Demonstrated management and supervisory skills with the proven ability to hire, train, direct, evaluate performance, discipline of employees. Demonstrated experience and ability in monitoring productivity, quality of work and to assess the capabilities and workloads of employees and redistribute effectively.
  • Thorough knowledge of and ability to interpret and apply sponsor, institutional and departmental policies. Knowledge of current compliance regulations in all areas of research administration. Extensive knowledge and understanding of policies and procedures relating to purchasing, contract and grant administration, staff personnel, student personnel, disbursements, material management, equipment inventory with the ability to teach others.
  • Advanced knowledge of generally accepted accounting, fiscal and reporting principles. Extensive and comprehensive knowledge of accounting principles and procedures, with emphasis on fund management, including ability to understand cost accounting as applied to University functions.
  • Thorough knowledge of policy and its interpretations. Ability to perform internal audits of procedures to ensure compliance to Cost Accounting Standards (CAS), Federal Demonstration Partnership (FDP), OMB A-110, OMB A-133, and OMB A-21.
  • Demonstrated advanced competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.
  • Proficiency in use of common desktop / web applications. Excellent computer skills using relational database, spreadsheets, word processing, web applications and e-mail software in a Window’s based environment.
  • Proven skill in promoting harmonious working relationships and working in a team environment. Willingness and ability to embrace and consistently uphold the principles of community for a collaborative work environment and communicate professionally and courteously verbally, and in written form.
  • Skill in budget preparation, expenditure forecasting, and salary projections. Demonstrated skill in preparation and analysis of grant proposal documents, including budget data.
  • Willingness to continually investigate and update skills and keep abreast of changes in technology, compliance regulations.

SPECIAL CONDITIONS

  • Performance of listed duties requires access to and dealings with confidential matters on a daily basis thus confidentiality is a significant condition of employment.

Pay Transparency Act

Annual Full Pay Range: $63,400 – $142,800 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $30.36 – $68.39

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
