The Division of Transportation Planning & Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City’s streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. The Street Furniture Unit (SFU) is responsible for the planning, installation, procurement, and maintenance of bike parking, benches, leaning bars and wayfinding signage for pedestrians, cyclists, and transit riders throughout New York City. The goal of these programs is to make the city more walkable, bikeable, and vibrant. The Unit is responsible for NYC DOT s Bike Parking, WalkNYC Wayfinding Signage, and Seating programs.
The SFU seeks to hire an Administrative City Planner to serve as Director. Under the direction of the Assistant Commissioner of Public Realm with wide latitude for the exercise of independent judgement the SFU Director will: oversee the development, implementation, and management of the SFU programs and projects; develop SFU programs strategy, communications, and policy; coordinate SFU efforts and issues within DOT, other city agencies, and other partner entities; represent DOT in public and interagency meetings; manage SFU staff of planners, designers, inspectors, and administrators. Particular attention will be given to procurement efforts for furnishing goods and for engineering, planning, maintenance, and installation services; meeting City and agency-wide installation goals through intra- and interagency coordination; hiring and retaining staff; innovating street furniture design and fabrication for efficiency and durability. The ideal candidate should possess demonstrated supervisory and leadership skills with the ability to provide vision, guidance, and staff development. The candidate should have the ability to understand and communicate street furniture and transportation planning/engineering principles to build consensus for design solutions in line with DOT’s mission. A strong understanding of street design, surface and below surface installation, maintenance, procurement, grants management, and data management is required. The candidate will be responsible for ensuring adherence to all agency safety rules and regulations in creating a safe work environment for themselves and colleagues, ensuring all safety equipment and gear are used and worn properly where/when required.

Minimum Qual Requirements
1. A baccalaureate degree from an accredited college and four (4) years of full-time experience in city planning, at least eighteen (18) months of which must have been in a managerial capacity; or
2. Education and/or experience which is equivalent to “1” above. However, a baccalaureate degree and eighteen (18) months of managerial experience in city planning is required of all candidates. Graduate work leading to an advance degree in city planning or related field may be substituted for up to two (2) years of the non-managerial experience on a year-for-year basis. Graduation from an accredited United States Law School may be substituted for two (2) years of non-managerial
experience.
Preferred Skills
Minimum 3-5 years’ experience managing intra-agency, inter-agency, and other teams on large, complex projects, demonstrating strong collaborative tendencies. Thorough knowledge of the City’s pedestrian and bicycle infrastructure and furnishing issues. Through knowledge of NYCDOT’s review and installation procedures. Experience with CAD, Adobe Suite and/or graphic design software desirable. Candidates should also have experience in budgeting, grants management, managing staff, and working to advance projects in a complex regulatory environment. Excellent written, editorial, and verbal communication and presentation skills.
Additional Information
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.
