Division Description:

SBS’ Workforce Development Division is focused on the delivery of quality employment and training services to support equity of opportunity, that leads to economic self-sufficiency and mobility for New York City’s diverse communities. The Division works with the industry partners to identify, develop, and procure high-quality training delivered directly to job seekers so they can obtain the skills needed for jobs in high demand. The Division supports businesses in NYC by offering training opportunities for new and incumbent workers and by sourcing candidates for vacant positions.

About NYC Tech Talent Pipeline (TTP):

The NYC Tech Talent Pipeline (TTP) is the City of New York’s Tech Industry Partnership that supports the growth of the NYC tech ecosystem by delivering quality jobs for New Yorkers and quality talent for the city’s businesses.

Job Description:

SBS seeks a Director of Technology Trainings to lead the successful execution, performance improvement, and scaling of the portfolio of technology training programs, which provide direct employment outcomes to participants that will lead to long-term, sustainable bridges between industry, CUNY colleges and bootcamp training providers. Each of the training programs have been developed in close partnership with industry, academic institutions, and other key public and private partners, and are delivered by a variety of providers in the public and private sphere.

Essential Responsibilities:

Directly manage four Program Managers, and multiple training providers indirectly, to successfully deliver new and expanded tech training programs. This is done by:

Driving programmatic improvement using data, employer feedback, programmatic learnings, and developing the team’s expertise on content and the industry;

Ensuring curricula, assessments and models are responsive to industry needs and provide viable career opportunities for trainees;

Overseeing all training administration functions, including contract, fiscal, compliance, procurement, performance management, reporting, and quality assurance;

Working with multiple teams at SBS and the Mayor’s Office of Talent and Workforce Development to develop and implement strategy to improve the delivery and job outcomes for technology; trainings

Providing guidance, feedback, and support to four direct reports to deliver on performance goals and support their professional development;

Working closely with the key external and internal SBS staff members to negotiate contractual and/or partnership terms of engagement;

Managing existing relationship and vendors, and foster new collaborations with key stakeholders, that result in positive, successful, long-term partnerships; and

Collaborating with the other SBS Training Team Directors to develop and implement standards and best practices for sector-based training that can be shared across NYC’s workforce development community.

Minimum Qual Requirements

1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee
benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in 1″ above.

Preferred Skills

Exceptional project and partnership management skills, with experience planning, implementing and managing complex projects involving multiple, diverse stakeholders.

Superior communication and writing skills; ability to interface with a diversity of partners, manage high-level relationships, and resolve conflicts in consensus-driven environment.

Demonstrated aptitude for team leadership and facilitating the professional development of others.

A general commitment to the goals of social impact, workforce development and diversity & inclusion within the tech (or general employment) sector.

Integrity, credibility, and a commitment to the NYC Tech Talent Pipeline’s mission.

Experience or understanding of the NYC tech ecosystem, including employer demand for occupational skills and competencies.

Proficiency in Microsoft Office applications and willingness to learn new technological systems.
