In this role, you will develop government reimbursement strategy for assigned business franchises in collaboration with therapeutic area pipeline teams and product launch teams; identify opportunities to demonstrate Novartis leadership in shaping key policy, regulatory and legislative issues in respect to specific product needs.
Primary Responsibilities:
Evaluate government reimbursement strategies (Medicare, Medicaid, 340B) for assigned products collaborating with commercial/medical pipeline teams, brand teams, and market access colleagues. Develop reimbursement and coverage strategies for products.
• Educate and guide launch planning teams on CMS process/requirements for new products. Engage with CMS teams to provide information on future products and guide application process on product requirements (e.g., HCPCS codes).
• Partner with Issue advocacy team in order to identify and map community stakeholders with aligned interests on key reimbursement and policy issues impacting future products.
• Develop relationships with leaders in government agencies relevant to access and reimbursement of innovative medicines (HHS, CMS, HRSA).
• Develop educational materials for US Public Affairs colleagues on upcoming launch products and highlight potential public affairs priorities of the franchise portfolio.
• Collaborate with Federal Government Affairs, State Government Affairs, U.S. Policy State Public Policy, and other internal peers to achieve Novartis business, regulatory and legislative objectives.
The pay range for this position at commencement of employment is expected to be between $201,600 and $302,400 per year; however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, and experience. The total compensation package for this position may also include other elements, including a sign-on bonus, restricted stock units, and discretionary awards in addition to a full range of medical, financial, and/or other benefits (including 401(k) eligibility and various paid time off benefits, such as vacation, sick time, and parental leave), dependent on the position offered. Details of participation in these benefit plans will be provided if an employee receives an offer of employment. If hired, employee will be in an “at-will position” and the Company reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, Company or individual department/team performance, and market factors

What you’ll bring to the role:
• Bachelor’s degree is required. Master’s degree or a Juris Doctor is preferred.
• Minimum 10+ years of professional experience with at least 5+years of related public policy, pharmaceutical policy, quality policy, or government experience.
• Deep understanding of pharmaceutical industry issues and regulatory/legislative processes required.
• Demonstrated ability to significantly influence critical policy and/or business issues.
• Proven ability to communicate business critical information at senior levels and to reconcile multiple stakeholder views.
• Understanding of organization, internal & external relationships & extensive knowledge of external market.
• Provide creative solutions to complex issues affecting the healthcare industry.
