NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
The Property Valuation and Mapping unit (PVM) at the NYC Department of Finance is responsible for valuing more than one million properties in the City of New York (City) which forms the basis of the City’s property tax revenues. PVM ensures that property valuations are performed in a fair, equitable and efficient manner by modernizing infrastructure, adapting innovative technology, and employing data scientists and assessors who work in a diverse and collaborative environment.
PVM seeks a Property Analytics Director with (1) a strong background in New York City Property Tax Systems, data analysis, validation and data visualization (2) Knowledge of SAS, SQL or other programming languages (3) a strong analytical background using applied statistical and computational methods (4) Experience and expertise in New York City construction related data. The selected candidate will report to the Senior Director of Property Data Analytics, Reporting and Planning within PVM.
Responsibilities include, but are not limited to, the following:
• Providing high level of technical support and project management to Property Field Valuation division
• Developing, maintaining and frequent updates to PTS system to CAMA system data posting review reports
• Maintaining and updating the active construction valuation inventory data called BIS report using SAS server environment for property valuation
• Summarizing data reporting and creation of visual data display of recent trends in both residential and commercial property as part of the property tax roll reporting through SAS programming
• Assisting in the review of the tentative and final roll data summary reports and other ad-hoc research projects through data analysis and statistical modeling when needed; as it relates to
support of assessors, support of valuation, addressing policy questions, implementing policy and technological initiatives, responding to queries that require data analysis and research
• Analyzing, tracking, and updating data reports on parcels with apportionment and mergers that are also under construction and represented within DOB BIS database using SAS
• Researching, analyzing, and incorporating additional data feeds from local government sources to improve property valuation work product as it relates to active construction valuation
inventory
• Preparing detailed procedure manuals and documenting applied research techniques and related data analysis and reporting guidelines
• Implementing quality control measures for the computer programming and testing the quality of data summary reports and inspection lists based on business requirements
• Supervising 3 data analysts and ensuring timely delivery and quality of data analytics reporting and programming
• Working with DOF IT on the automation of critical operational reporting on BIS Construction Inventory and Vision 8 to PTS data pass through error reporting
• Providing an increased level of support to Property Field Valuation through the testing and review of data quality with system upgrades such as Vision 8 and Digital Tax Map Property
Information Portal
• Creating and maintaining insightful dashboard and visual data display solutions for Property Field Valuation operations via MS Power BI.
Minimum Qual Requirements
1. A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in “1” above.
Preferred Skills
• At least one year experience working with, analyzing and developing structured data reporting using Department of Buildings BIS data within SAS server environment for property valuation
• At least one year experience in developing, maintaining and updating PTS system to CAMA system data posting review reports within SAS server environment for property valuation
• Knowledge and experience working with New York City’s real property tax system data and DOB BIS system data
• Working knowledge of Cyclomedia StreetSmart application
• Strong analytical, data mining and data validation skills
• Proficiency in SAS, SQL and PowerBI to execute data research and statistical analysis
