Director, Public Policy

Microsoft has an immediate opening for a Director , Public Policy in the Office of Responsible Aritificial Intelligence (AI).

The Office of Responsible AI plays a leading role in this effort as part of Microsoft’s Corporate, External, and Legal Affairs (CELA) team. With a cross-company mandate, and a developed internal practice of responsible AI, we contribute to the conversation about the new laws, norms, and standards that are needed to advance responsible AI for the benefit of society at large. We do our public policy work with the benefit of insights from our internal practice of responsible AI , as well as broad and deep partnerships with civil society organizations, academic partners, and policymakers.

Qualifications:
Required/Minimum Qualifications

  • Bachelor’s Degree in Public Policy , Public Administration, or related field AND 4 + years experience addressing complex and rapidly evolving issues at the intersection of technology, law, ethics, and society.
    • OR 6 + years experience addressing complex and rapidly evolving issues at the intersection of technology, law, ethics, and society.

Additional or Preferred Qualifications :

  • AI and Responsible AI Experience. Experience with AI technologies and in the domain of responsible AI is valued highly.Applicants should have a demonstrated ability to identify existing and emerging issues associated with the development and deployment of AI technologies and be able to design effective advocacy strategies to address them.
  • Regulatory Experience. Experience in crafting regulatory responses for new and emerging domains is valued highly. A deep knowledge of regulatory frameworks and public policy levers will be critical to success in this role.
  • Stakeholder Engagement: A proven track record of being able to engage and influence a variety of stakeholders . A key attribute will be the ability to work across multiple disciplines and cultures , since the responsible AI domain necessarily requires engagement with machine learning experts, social scientists, human rights experts , and many others around the globe .
  • Communication Skills : H ighly developed written and ora l communication skills , including the ability to explain complex technical concepts to non-technical stakeholders . Proven experience a s an external presenter. Must be able to proactively advance company positions through high impact engagement in small and/or large group settings, including communications with high-level government officials, influencers , and the media .
  • Collaborative: A record of being an effective team player dedicated to collective successes . The ability to promote cooperation and solve problems in a timely , creative , and professional manner.
  • Agility: The ability to navigate ambiguity and adapt to rapidly changing environments and demands.
  • Growth Mindset: A record of experimentation, learning from both successes and failures .
  • 5+ years experience in developing and managing strategic relationships to advocate and influence public/technology policy priorities.

Government Affairs IC5 – The typical base pay range for this role across the U.S. is USD $124,800 – $242,600 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $159,000 – $264,000 per year.

Responsibilities:

  • P olicy Identification , Prioritization and Development : The successful candidate will h elp identify , prioritize, and develop Microsoft’s public policy positions to address issues concerning the responsible development and deployment of AI technologies . These positions will be developed in a cross-functional and multi-disciplinary way – you will work closely with our internal engineering, research, and policy teams, as well as a broad range of stakeholders externally, including policymakers , civil society organizations , and academic partners .
  • Outreach Development and Guidance : The successful candidate will work closely with the Public Policy Lead to design , coordinate, and execute high impact, issue – specific policy outreach efforts . She/he will also build and maintain relationships with key partners and external organizations .
  • Advocacy: The successful candidate will be called upon to represent Microsoft externally on a range of responsible AI issues , and in a range of fora, including in meetings with government officials and lawmakers, working groups , and initiatives. Sh e/he will also be expected to contribute to publications, blogs, and whitepapers .
  • Coordination with Global Teams : The successful candidate will support responsible AI public policy efforts globally, working with government and external affairs teams around the world. This will involv e coordinat ing with those teams in responding to internal and external requests for information, comments on regulatory proposals, briefing papers, and other collateral materials to equip those teams with the resources needed to engage with policymakers , and to identify public policy trends.
