POSITION DESCRIPTION: Perform purchasing functions for the District Maintenance Office. Receive and process purchase requests from department staff for materials, supplies and/or equipment not listed in the inventory. Develop and coordinate with Procurement Office commodities and materials that require an Invitation to Bid (ITB) or Invitation to Negotiate (ITN) for procurement. Responsible for processing of appropriate paperwork for all items purchased with the State of Florida Purchasing Card (PCard). Processes and clears charges in the P-Card WORKS system. Obtains quotes from MyFlorida Market Place (MFMP) system and/or local vendors for materials, supplies and/or equipment. Has vendor invoice/warrant processing responsibility for the timely and accurate processing of payments. Responsible for adhering to the provisions and requirements of Section 215.422, F.S., related State Comptroller’s rules, and Department of Transportation’s invoice processing and warrant distribution procedures. Coordinate and maintain the list of approved personnel from each district cost center for issuance of materials and supplies from the district designated warehouses. Performs periodic checks for the issuance of materials and supplies to approved department personnel and obtain appropriate signatures as required to perform maintenance and/or construction functions. Maintain accurate files and records of goods issued. Assist in the care and maintenance of the storerooms, supplies and equipment. Assists in organizing the storeroom for maximum efficient utilization of space.
Record Management and Property Inventory Tracking via various management systems, i.e. Records Retention and Destruction to ensure compliance with department procedures. Uses a variety of software applications, databases, and office equipment to accomplish assigned tasks. Direct and coordinate the accessing, reference, retrieval, and disposal of records maintained in a central storage facility. Review and approve/disapprove records disposition requests to purge records based upon retention requirement approved by the Department of State. Maintain continuous control of the official copy of all completed records disposition requests for the office. Recommend methods and procedures for the transfer or disposal of records. Establish and maintain a computerized program for tracking all records stored in a central storage facility.
Serves as the Contract Manager for District Wide Uniform Contract. This includes, but is not limited to, preparing the Scope of Services and other documentation as required. Attends pre-bid meeting and bid liaison between Operations Centers and uniform vendor.
Assist in receptionist duties, answering phones, Fleet logs and reports, On-call report, office mail, and training of other staff. Assist with making travel arrangements and processing travel authorizations and reimbursements for maintenance department.
Assist in Emergency Operation Recovery Efforts.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of warehouse management, i.e., purchasing, receiving, distribution and/or storing of equipment; Knowledge of procurement and distribution of commodities and contractual services; Knowledge of records, files and inventory management; Skill in reading, understanding and applying applicable rules, regulations, policies and procedures; Ability to communicate effectively orally and in writing; Ability to establish and maintain effective working relationships with others; Ability to collect information/data, compile reports, and review for accuracy and completeness; Skill in using personal computers and Microsoft software applications
OTHER JOB RELATED REQUIREMENTS: On an as needed basis, may be required during periods of emergency and/or disaster recovery upon request by appropriate authority, to work beyond established work schedule at night and/or state-wide, including weekends.
