POSITION DESCRIPTION:
Serve as the District Budget Specialist. Coordinate the budget allocation and input process for all district budget entities. Review the approved budget allocation and post the budgeted amounts to the cost centers in Florida Accounting Information Resource (FLAIR) by the established deadline. Ensure that the allocation postings in FLAIR balance with the Master Allocation Tables. Allocate annual budget by object code and cost center and review the outcome with cost center managers. Monitor the district’s expenditures against budget throughout the fiscal year. Monitor and review operating plans and budgets and make recommendations to management. Review fiscal records which display budget balances daily and make allowable adjustments monthly or as needed through the processing of budget transfers and/or 5% transfers when necessary. Prepare monthly reports and forecasts to assist management with budget decisions. Prepare budget allotment transfers for the Work Program area. Coordinate the development and submission of the Legislative Budget Request (LBR) for the district. Disseminate information and instructions to the district in developing legislative budget requests. Assist district personnel in the development of operating budget issues. Review and analyze Legislative Budget Requests for compliance with policies and procedures and coordinate their timely submission to the Budget Office. Make recommendations as necessary. Update Rate Reports monthly and as required for advertisements and other pending actions. Maintain a working knowledge of salary & benefits budget and coordinate/research as needed with the Budget Office.
Serve as the District Property Delegate. Ensure the proper accounting of tangible personal property, construction work-in-process, buildings, building improvements, non-building improvements and land improvements acquired by the Department and managed by the District. Ensure all tangible property items as defined by Section 273 Florida Statutes and buildings owned by the Department are identified and the costs are reflected accurately in the property accounting system. Maintain FLAIR for items that need to be assigned a Non-Highway Fixed Asset (NHFA) number or delete from files if criteria not met. This file should be cleared out weekly. Assign NHFA number for items that meet criteria upon receipt of Property Management Report (PMR). Make all transfers and corrections to property files. Maintain inventory records or property items as defined in Section 216.11, Florida Statues and buildings owned by the Department and managed by the District. Assign print bar code decals upon receipt of completed PMRs. Update Property Master Files in FLAIR for property received, transferred, or disposed of by all cost centers. Coordinate insurance coverage for equipment and buildings owned and leased. Coordinate the District’s Annual Fiscal Inventory. Upload scanned inventory to the mainframe. Review and take appropriate action for all items appearing in the Inventory Exception Reports. Compile and review the final Inventory Documentation Package and maintain adequate documentation. Prepare forms and coordinate the receipt, transfer, or disposal of state property.
Assist with the planning of fiscal year-end activities, including the analysis and reporting for carry forward and certified forward encumbrances, budget availability, and un-executed contracts and supplementals. Monitor Operating budget carry forward encumbrances for timely processing and proper posting. Monitor encumbrances older than 5 years and those that have not had any payments for 2 years. Coordinate the semi-annual and annual review of the 24 month/5 year Report. Coordinate with project managers in releasing funds that are no longer needed. Train cost center managers and support staff in budget tracking.
Monitor and update contract status changes in the Contract Funds Management (CFM) system to ensure funds have been received prior approval from the Comptroller, that they are properly established in CFM, and that appropriate documentation is received to close-out contracts in CFM.
Serve in a back-up capacity to the Payroll Accountant by assisting with payroll functions as needed. Perform special studies and research assigned by the Financial Services Manager to resolve immediate critical issues or problems affecting the district or as required by management.

OTHER JOB RELATED REQUIREMENTS:
This position requires a Level 1 Background investigation.
MINIMUM QUALIFICATIONS: A bachelor’s degree from an accredited college or university and two years of professional experience in budgeting, forecasting, accounting, auditing, financial planning, or analysis work. Professional experience as described above can substitute on a year-for-year basis for the required college education.

A Competitive Area Differential (CAD) additive in the amount of $644.80 will be added to the annual salary.
