Annual Salary: $100,000 – $135,000

HOW THIS POSITION SUPPORTS THE DEPARTMENT’S VISION:
The State of Missouri, Department of Revenue is conducting a search for an experienced, creative, and energetic leader focused on positive transformation of the Division of Administration. The Director of this division will be part of the leadership team and is responsible for providing leadership and direction of this major division that performs the administrative functions for the entire department to allow other divisions to focus on their primary roles. The Administration Division encompasses the Financial Services Bureau responsible for accounting reconciliation, accounts receivables and payables, annual financial reporting, cash management, procurement, and budget preparation and the General Services Bureau is responsible for mail operations, supply inventory, record retention, record destruction, and license office inventory management. This position will provide direct oversight and leadership to the Human Resources Bureau as well. This visionary leader will also serve as the Operational Excellence Leader and MOVERS champion for the Department. This division is staffed with over 100 employees and has an annual budget of over $16 million.
DUTIES PERFORMED TO SUPPORT THE DEPARTMENT’S VISION:

- Responsible for being a visionary and leading the division into the future through data analytics and customer service centric processes. This includes the responsibility to focus on continuous process improvement with the ultimate goal of enhancing the customer experience.
- Developing, interpreting, and monitoring the policies and procedures of the division and Department as needed; and ensuring they align with the Department’s goals and initiatives.
- Cultivating a positive and respectful work environment through collaboration with other members of the Leadership team and engaged in other division initiatives.
- Contributing to the strategic execution of the Department’s vision and mission and will be responsible for managing the day-to-day operations of the division and will manage tasks related to Finance, Facilities, and special projects.
- Coordinates daily operational functions, streamlines management systems, monitors budgets, and improves organizational efficiency.
- Plan, facilitate and develop the Department’s annual placemat and initiatives and schedule and facilitate the monthly reporting of the dashboard.
- Provide leadership and direction to the HR Director to manage HR initiatives including recruitment, compensation, training, employee relations, professional development and payroll.

QUALIFICATIONS:
KNOWLEDGE, SKILL AND ABILITY
Knowledge of and ability to apply leadership principles and techniques; knowledge of statutes, regulations, policies and procedures pertaining to division functions; interpersonal skills; oral and written communication skills; and analytical skills.
MINIMUM QUALIFICATIONS – GENERAL EXPERIENCE
- Five (5) or more years of professional experience in business, public service or law enforcement administration and knowledge of business administration, management and state government.
- Bachelor’s Degree in Business Administration, Public Administration or related area, or equivalent combination of education and experience.
PREFERRED QUALIFICATIONS
- Extensive leadership and management skills of diverse and complex operations, including strategic planning
- Ability to lead others to support and promote a diverse and inclusive workplace
- Experience leading technology projects converting outdated systems to integrated solutions
- Ability to develop and lead process improvement projects through project management principles

- Ability to develop and utilize data to evaluate and measure performance and deliverables
- Knowledge of Missouri government budgeting process
- Knowledge of Missouri government legislative process
