Division Manager – Police Communications

GENERAL DESCRIPTION

Under the direction of the Assistant Chief of Police for Support Services, develops and implements policies and procedures, as well as supervises, oversees, and participates in a variety of the difficult and complex public safety dispatch duties, including receiving and dispatching calls for Law Enforcement, Fire, Ambulance, Animal Control, and other emergency assistance activities.

SUPERVISION EXERCISED

This position exercises direct supervisor over the Police Safety Dispatch Communications staff.

IMPORTANT AND ESSENTIAL DUTIES

Provide exceptional leadership for the Division through innovative management techniques that motivate.

Determine, develop, evaluate, correct, and recognize performance standards for supervisors and telecommunicators.

Develop and manage training requirements within Federal, State, City and Police/Fire Department policies and regulations.

Evaluate and assist in the selection of computer software and hardware necessary to perform the functions of the Division.

Determine staffing levels for each shift based on call load.

Develop, monitor, and manage the Division’s annual budget.

Research and write statistical reports.

Oversee the hiring and training schedules for new employees.

Conduct monthly validation of Texas Crime Information Center (TCIC) files.

Operate a motor vehicle in order to travel to the Court House for testimony.

OTHER JOB RELATED DUTIES

Coordinate with other Divisions, Departments, contractors, vendors, and Federal/State agencies.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

Communications rules and regulations governing the operation of radio transmitting and receiving systems.

Use Windows Applications on personal computers (PC).

Perform advanced typing skills to accurately produce memorandums, forms, reports, and correspondence within given timelines.

Perform basic budgeting tasks to complete, maintain, and meet the annual Division budget.

Perform basic mathematics to complete statistical reports.

Troubleshoot and perform, or learn to troubleshoot and perform, operator maintenance on Dispatch consoles.

Become proficient in a full range of Public Safety Telecommunication duties, including receiving and processing emergency calls.

Interpret and explain unit policies and procedures, interpret and apply laws, codes related to the assignment at hand.

Work courteously with the general public through all means of communication.

Effectively communicate with and elicit information from citizens who may be in a heightened emotional state.

Communicate clearly and concisely, both verbally and in writing.

Make independent decisions involving sensitive situations and maintain the confidentiality of information.

Become proficient in operating a computer terminal, teletype, and other general office equipment, including a PC, as well as use Microsoft Office, Computer Aided Dispatch (CAD).

Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Experience and Training Guidelines:

For positions with more than one level, all listed requirements at the lower levels are required at the higher levels. Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying. Knowledge, skills, and abilities may be obtained through:

Experience:

Four (4) years of increasingly responsible supervisory or managerial experience is required.

Previous experience in receiving and processing public service calls in a Law Enforcement environment is preferred.

Education/Training:

A high school diploma or GED is required.

License or Certificate:

An active license or appointment under the Texas Commission on Law Enforcement (TCOLE) and a Basic Telecommunicator License is required within six (6) months of employment. To obtain a Telecommunicators License in the state of Texas one must meet the minimum standards for enrollment and complete the 40 hour Basic Licensing Course (TCOLE 1080) which also mandates CPR, TCPR, and TDD/TTY.

    • To maintain the license, the state requires TDD/TTY to be taken every six months. Every two years one must complete 20 hours of continuing education, complete CPR, and TCPR.
    • To advance with the license there are additional requirements at the 1 year, 2 year, 4 year, and 8 year marks.

Advanced Emergency Medical Dispatch (EMD) certification is required within twelve (12) months of employment.

TCIC Full Access Operator certification is required within twelve (12) months of employment.

Ability to obtain a Texas Law Enforcement Telecommunications System (TLETS) and National Law Enforcement Telecommunications System (NLETS) Basic Operator certifications is required within twelve (12) months of employment.

A valid and current Texas driver license, or the ability to obtain one within ninety (90) days of employment, or a military waiver, is required.

Special Requirements:

Position involved a high level of stress, perpetuated by events and subjects both internally and externally to the Division and Department.

Must be at least 18 years of age.

US citizenship is required.

Sustained posture and intense attentiveness for prolonged periods of time.

Pass a Criminal Justice Information System (CJIS) background check.

Working holidays, weekend shifts, rotating schedules.

Working during extreme weather events and/or conditions.

Working an on-call rotation with possible mandatory shift coverage.

No Felony or Class A-Misdemeanor convictions.

No Class B-Misdemeanor convictions within the past ten (10) years.

No pending Class B-Misdemeanor, or higher, charges.

Ability to maintain a professional demeanor while completing duties and tasks during a highly stressful and emotional event.

Ability to respond to work at all hours in the event of system or employee issues.
