Starting Salary: $1,645.26 bi-weekly ($42,776.76 annually) (In accordance with current spending restrictions, an internal promotion into the position will be filled at the minimum of the pay grade or up to 5% of the employee’s current rate, whichever is higher.)

DUTIES AND RESPONSIBILITIES:
This position is responsible for independent work requiring decision making, with direction from Operations Consultant or designee regarding the following tasks:
Communicates on contract and budget issues and actions effectively with both internal and external customers, through telephone or email communication.
Monitor and track expenditures of contracted service providers to include rate agreements and fixed price contracts; make recommendations for the efficient use and maximum utility of these resources. Pull Financial Information System (FIS), Florida Accounting Information Resource (FLAIR) Reports on Probation expenditures monthly or upon request.
Tracking and preparing Contract Review Form (CRF) Budget Revisions, upon direction of the Operations Consultant or designee, for review by the Probation & Community Intervention (PCI) Budget Lead with required follow-up after Budget Office approval to complete the CRF revision process.
Coordinates the preparation of the contract renewal profiles and other required documentation for renewals, upon direction by the Operations Consultant, to include notification to Contract Managers and dissemination to Regional and Circuit staff for comments, prior to sending to Provider in accordance with a defined process. Responsible for scheduling renewal calls when deemed necessary by the parties.
Responsible for the development of contract amendments to include renewals, extensions and other amendments requiring revisions to contract language in Scopes of Services and entering of contract actions with documents in the Contract Tracking System, the Department’s electronic system for managing contracts and amendment documents.
Assist program area staff with obtaining quotes for Purchase Orders when requested by the Operations Consultant and as needed for contractual services, when purchase orders are pre-approved by the Bureau of Procurement and Contract Administration.
Provide research and assistant to internal Probation Contracts and Budget staff to include mediating problems with providers, facilitating meetings, setting up webinars, disseminating information from Department Headquarters Office and coordinating the completion of assignments required by the Department Headquarters Office.
Performs other Probation and Community Intervention duties as assigned.
MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of the methods of data collection and analysis.
Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices.
Ability to conduct fact-finding research.
Ability to organize data into logical format.
Ability to work independently.
Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.
Ability to plan, organize and coordinate work assignments.
Ability to communicate effectively.
Ability to establish and maintain effective working relationships with other.
PREFERRED QUALIFICATIONS:
Bachelor’s degree from an accredited college or university.
One (1) year experience writing specifications, or other technical type documents such as grants, policies, procedures, technical manuals, detailed reports.
One (1) year experience with agency budgeting or contract/grants budgeting or finance and accounting functions, to include tracking of obligations and expenditures.
One (1) year experience working with developing procurement specifications/scopes of work or contract documents for program services provided directly to clients/youth.
