General Description
The Orange County Department of Social Services has an opening for a Human Services Coordinator I in Family and Children’s Medicaid. Under the regular supervision of the Human Services Supervisor, an employee of this class is primarily responsible for leading the work of and providing continuing training to Human Services Specialists and Human Services Technicians. An employee in this class leads a team in application processing, determination and re-determination of eligibility for one or more public assistance programs. An employee in this class troubleshoots issues and trains employees on the use of related software applications. An employee in this class will exercise independent judgment within the guidelines of established Federal and State government regulations and County procedures. Does related work as required.

Leads staff in performing the duties of their class including assigning work duties and checking completed work;
Provides ongoing training for staff on regulatory compliance and determination and re-determination of eligibility for public assistance programs;
Completes second-party reviews;
Troubleshoots complex issues in NC FAST;
Serves as back-up to the Human Services Supervisor;
Coordinates the assigned human services program(s) and is responsible for effective program delivery; develops plans for accomplishing program objectives, staffing requirements, and allotment of funds to various program components; performs recordkeeping, reviews program progress and needs and participates in goal setting and program evaluation;
Serves as technical resource to agency staff, clients, and community organizations;
Provides case management services; determines eligibility, conducts assessments, develops plans to provide basic services to meet clients’ needs and explains available services and programs; makes referrals to appropriate personnel, department or partnering agencies; prepares case documentation and required reports; consults with coworkers to review clients’ progress, resolve problems and monitor quality of service;
Provides consultation services to the community and related agencies; meets with community organizations, private individuals, agency administrators, and professional staff to gain cooperation in achieving program goals; serves as liaison to select community organizations;
Plans and conducts meetings, training and other activities for program participants and/or staff members; creates educational materials; recruits, trains and supervises volunteers and/or interns;
Receives and/or reviews records and reports, such as referrals for program and volunteers; researches information for program and client needs;
Assists in evaluating statistical reports in order to determine whether agency goals are being met; compiles information in order to complete reports; proposes new procedures in order to make division more efficient.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE:
Master’s degree in Human Services, Social Work, or related field; or
Bachelor’s degree in Human Services, Social Work or any related field and two (2) years of related experience in a human services setting; or
An equivalent combination of training and experience as defined above. A higher degree does not substitute for work experience.
Must have minimum of one (1) year of experience leading teams or coordinating the work of others.
Experience in processing applications for Family and Children’s Medicaid preferred.
SPECIAL REQUIREMENT
Possession of or ability to readily obtain a valid driver’s license issued by the State of North Carolina for the type of vehicle or equipment operated.

As with all positions with the Department of Social Services, this position may be required to serve in shelters in time of natural and man-made disasters including overnight and weekends. The duties assigned during this time may vary from your regularly assigned duties. Assigned duties will be at the discretion of the Social Services Director.

PHYSICAL REQUIREMENTS AND POSSIBLE HAZARDS
Must be able to physically perform the basic life operational support functions of standing, walking, typing, talking, sitting, bending, hearing, handling, pushing, pulling, lifting, carrying, reaching and repetitive motions of the hands/wrist/feet.
Ability to perform sedentary work, exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.
Must possess the visual acuity to prepare and analyze data and figures, perform transcription and operate a computer terminal.
Worker is subject to inside environmental conditions.
