General Description
The Orange County Department of Social Services has an opening for a Social Worker II. This position will be located within our Child Welfare Division. This position will coordinate and support family time (supervised visitation) between children in the custody of DSS and their family. Work includes direct practice with children and families, as well as data entry. The successful candidate for this position displays excellent direct practice social work skills, communication skills, coordination skills, time management skills and organizational skills. Work will include home visits, supervised family time, collaboration with a multidisciplinary team, transportation, and assessment of safety and well-being. A working knowledge of the child welfare foster care system with a focus on family engagement is strongly preferred.

Work is performed under the general supervision of a higher level social worker, supervisor, or program manager with some leeway to exercise independent judgment within the framework of applicable rules, regulations, policies and procedures, in the performance of duties, both in terms of planning and accomplishing work and in making decisions regarding client needs and requests. Supervision may be a responsibility of this class depending on the assignment. Does related work as required.

This position works a flexible work schedule with the ability to work some evenings and weekends as needed.

Provides intensive case management and supportive counseling to at-risk individuals and families; assists public assistance applicants and recipients to improve their efforts towards sustainability.

Makes initial evaluation and develops treatment plan(s); regularly re-evaluates clients’ needs for services.

Assesses homeless or potentially homeless individuals using the Orange County’s coordinated entry process and assists homeless individuals with obtaining and maintaining housing.

Reviews cases to determine changes in situations affecting need for service; works with habilitation/treatment teams in the development and implementation of treatment plans.

Coordinates needed supportive services to meet financial, psychological, emergency care, emotional, or other needs, and makes referrals to community resources; develops, coordinates, and monitors all services required to assist participants to reach goals.

Plans and facilitates monthly and bi-monthly support group meetings; conducts parenting education.

Establishes and maintains working relationships with community agencies and participates in group meetings and outreach activities; serves as agency liaison on various community committees.

Refers to North Carolina Statutes, North Carolina Compulsory School policy, Orange County School policy, Child Welfare law, System Services Information, System Users, North Carolina Information System, policy and procedure manuals, computer manuals, publications and reference texts, etc.

Maintains a working knowledge of all program areas within social services; attends training and supervisory conferences and participates in training programs as assigned.

Maintains all necessary forms and records pertinent to a case as part of the case record or authorization systems.

Utilizes community resources for assistance with problems outside the scope of the programs of the department.

Interprets the programs of the Department to the community and clients.

Provides assistance in case of disaster, either natural or man-made, including participating in outreach activities, providing coverage for emergency shelters, and provides case management of clients once disaster has subsided.

May provide direction or instruction to lower level staff, volunteers or care providers; may be involved in recruitment, evaluation, and training of foster parents and other care providers.

May provide services in other program areas as needed.

Uses computer applications or other automated systems such as spreadsheets, word processing, calendar, e-mail and database software in performing work assignments.

MINIMUM QUALIFICATIONS
Graduation from a School of Social Work in an accredited college or university with a Bachelor’s Degree in Social Work (BSW); OR

Graduation from an accredited college or university with a Bachelor’s Degree in a human services field and one (1) year of direct human services experience in the areas of case management, assessment and referral, supportive counseling, intervention, psycho-social therapy and treatment planning; OR

Graduation from an accredited college or university with a Bachelor’s Degree and two (2) years of direct human services experience in the areas of case management, assessment and referral, supportive counseling, intervention, psycho-social therapy and treatment planning.

SPECIAL REQUIREMENTS
Possession of or ability to readily obtain a driver’s license valid in the State of North Carolina for the type of vehicle or equipment operated is required.

PHYSICAL REQUIREMENTS AND POSSIBLE HAZARDS
Must be able to physically perform the basic life operational support functions of standing, walking, stooping, crawling, typing, talking, sitting, bending, kneeling, climbing, grasping, hearing, handling, pushing, pulling, lifting, carrying, reaching and repetitive motions of the hands/wrist/feet.

Must be able to perform light work exerting up to 25 pounds of force occasionally and/or up to 10 pounds of force frequently or constantly to lift, carry, push, pull, or otherwise move objects including the human body.

Must possess the visual acuity to operate a passenger vehicle when applicable, prepare and analyze data and figures, perform work on a computer terminal, and perform extensive reading.

Worker is subject to possible hazards that include emotional stress due to the nature of interactions with clients or service providers, irate clients and/or family members who may be hostile, resistant or violent.

Worker is subject to potentially infectious bodily fluids while assisting with a family or child (i.e. blood, mucus, saliva, fecal matter and infectious diseases.)

Worker may be substantially exposed to adverse environmental conditions such as community and home visits, weather, atypical residential locations such as the woods, under bridges and abandoned homes, violence, uncleanliness and contagions.
