Position Description
The Capital Development Board is looking to hire a Public Service Administrator to serve as the Agency e-Builder Manager and to serve as a principal advisor to the Deputy Director of Operations on all e-Builder communications and activities to CDB.
Job Responsibilities
1. Under Administrative direction, serves as the e-Builder Service Manager for the Capital Development Board (CDB).
• Formulates and recommends the appropriate e-Builder policies, processes, and procedures as outlined by the Capital Development Board and development projects.
• Responsible for project specific duties that include project setup and general maintenance of
documents, budgets, schedules, and mail mergers.
• Responsible for onboarding/offboarding and training of new users and end user support; educate user base regarding new functionality and product enhancements.
• Prioritize end user needs in the best interest of the Agency.

2. Reviews and assesses Agency change requests to understand the complexity of requests and
implications on the end user experience.
- Meets with vendors on system and program functionality to seek resolutions to administrative
problems and program function improvements.
• Coordinates configuration changes between all CDB regions for acceptance prior to
implementation.
• Coordinates user acceptance testing of major changes with IT staff.
• Occasional travel to attend trainings, conferences and meet with CDB staff for user set-up.

3. Serves on the e-Builder Steering Committee as both the coordinator and team member.
- Works with the Committee to develop and enforce companywide project document filing and retention policies.
- Writes requirements for Steering Committee review and approval.
- Presents Steering Committee proposed changes to services or applications.
- Provides recommendations to the Steering Committee on system and program functionality to resolve administrative problems and program function improvements.

4. Document management responsibilities including the following:
- Independently interprets industry documentation and determines how it should be filed.
- Work with the e-Builder Steering Committee to develop and enforce agencywide project document filing and retention policies.
- Develops and maintains a standard project template library.
5. Develops and maintains a training program for CDB staff on new or enhanced IT services and applications.
- Develops and publishes new informational items.
- Coordinates the posting of documents to the Agency websites and dashboards.
6. Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with courses in computer science, information technology, or a related field.
2. Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in an information technology environment.
Specialized Skills
- Three (3) years’ experience managing construction development projects.
- Three (3) years’ experience with computerized systems, database management and spreadsheets, and word processing programs to manipulate data to create reports.
- Three (3) years’ experience using e-Builder or other capital or construction management software.
- Extensive knowledge of construction industry including methodology, terminology, workflow/paper flow of design and construction activities, contract documents, specification, and Division 1 requirements.
Preferred Qualifications
1. Three (3) years’ experience managing construction development projects.
2. Three (3) years’ experience with computerized systems, database management and spreadsheets, and word processing programs to manipulate data to create reports.
3. Three (3) years’ experience using e-Builder or other capital or construction management software.
4. Extensive knowledge of construction industry including methodology, terminology, workflow/paper flow of design and construction activities, contract documents, specification, and Division 1 requirements.
5. Extensive knowledge of construction Microsoft Word, Excel, and Outlook.
6. Ability to trouble shoot problems and develop creative solutions.
7. Ability to use independent judgement and initiative to accomplish tasks.
8. Ability to negotiate with business and/or technical stakeholders to evaluate possible solutions.
9. Ability to provide recommendations to resolve administrative problems and program function improvements.
10. Ability to develop and maintain training programs.
Conditions of Employment
1. Valid and current driver’s license.
2. Ability to travel occasionally to attend trainings or user set-up.
About the Agency
The Capital Development Board (CDB) oversees the construction of new state facilities, such as prisons, state parks, mental health institutions, and college and university projects. In addition, CDB is responsible for renovation and rehabilitation at over 8,770 state-owned buildings spread over more than 100 million square feet of floor space.
