The Maryland-National Capital Park and Planning Commission, Prince George’s County, Parks and Recreation, Management Services Division, Data & Relationship Management Unit, is seeking to fill an EAM Programmer Analyst (Class Spec – Information Systems Specialist III) position. This position will report to the EAM Manager to manage our Enterprise Asset Management (EAM) work program. The incumbent will perform advanced level information systems analysis work to grow the EAM system.

Behind the vast and diverse Prince George’s Parks & Recreation system that provides quality recreation programs, facilities, and services for residents and visitors, there are a multitude of assets and infrastructure. The ideal candidate should be highly skilled in all aspects of project management, data ingestion and configuration, business process analysis, and reporting and training documentation. Additionally, the ideal candidate should have excellent problem-solving analytics skills and a high-level attention to detail.
Examples of Important Duties
1. Provide consulting support to users by monitoring and managing parameters, resolving problems and meeting requests for upgrades and enhancements; analyzes business processes and workflows to determine development requirements and creates documentation.

2. Applies information systems analysis methods and techniques to ensure the design, development, installation, repair and configuration or customization of computer applications on various hardware and software platforms (i.e., Geographic Information Systems – IS/GIS, Enterprise Account Management – EAM, Financial Systems, Document Management).

3. Enhances, customizes software, and generates reports utilizing report writing tools such as Crystal Reports and SQL Developer to support data driven decisions around the EAM work program.

4. Designs, develops, and administers business process improvements (i.e., Visual Studio), documenting the as-is process and to-be processes.

5. Integrates various hardware and software platform products and data sources to accomplish a business process; and installs, tests, and evaluates new systems.

6. Leads projects involving analysis and development of system improvements; mentors and leads junior staff in the execution of projects.

7. Coordinates and communicates with all levels of stakeholders and other related service providers and users, as appropriate, to advise, research problems, identify solutions and ensure efficient system administration.

Preferred Knowledge, Skills & Abilities:
1. Proven analytic skills, including mining, evaluation, analysis, and visualization.
2. Practical experience in statistical analysis through the use of statistical packages including COGNOS Analytics, and SPSS.
3. Experience with various database and data types; testing and implementing various database versions.
4. Strong SQL or Excel skills with the ability to learn other analytic tools.
5. Prior experience with Enterprise Asset Management (EAM), GIS, or other database.
6. Technical writing experience in relevant areas, including queries, reports, and presentations. 7. Proven success in a collaborative, cross-functional, team-oriented environment.
Minimum Qualifications

  1. Bachelor’s Degree in Information Systems, Computer Science, Geographic Information Systems or any related field.
  2. Four (4) years of experience in applications support and development.
  3. An equivalent combination of education and experience may be substituted, which together total eight (8) years.
  4. Depending upon area of assignment, a valid driver’s license in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.

Eligibility

  • Two (2) times base salary; maximum benefit is $200,000 for each
