Salary Range: Starting $73,040.00 (step 1/year 1) – $77,488.00 (step 3/year 3)

SUMMARY: Educational Service District 123 is seeking a qualified candidate to fill the role of ECEAP Human Resources Coordinator within the Early Childhood Education and Assistance Program (ECEAP). The ECEAP Human Resources Coordinator is responsible for hiring, onboarding, training, tracking staff qualifications, and addressing concerns of staff within the program.

ESSENTIAL FUNCTIONS:

  • Work in partnership with ECEAP supervisors and administrators around hiring, onboarding, and training of ECEAP staff.
  • Responsible for monitoring staff required ECEAP qualifications.
  • Oversee that all staff qualifications and training are maintained in ELMS and MERIT.
  • Oversee the development and management of program tiered training systems and recognition.
  • Responsible for ECEAP staff compensation reports.
  • Develop and administer ECEAP policies and procedures in partnership with ECEAP Administrators to ensure performance standards, safe environment, and well-being of children are met.
  • Engage in staff recruitment activities throughout the year.
  • Oversee ECEAP site safety and workplace safety.
  • Safe School Training tracking and coordination.
  • Oversee Temporary Employment Agreements and reporting of Temporary Employment Agreements.
  • Work in conjunction with ESD 123 Human Resource Department to address and respond to staff concerns including but not limited to board policy violations, performance plans, etc.
  • Develop, administer, and participate in activities to assess organizational climate and employee morale.
  • Plan, oversee, facilitate and participate in agency activities, including but not limited to annual self-assessment, state program reviews, and ELMS data collection.
  • Attend and participate in professional activities/trainings and stay current on trends and innovations in the field of early childhood education.
  • Respond to parent and public inquiries and resolve complaints. Ensure disputes are mediated or handled in the proper manner to best allow parents, children, and community partners to work together.
  • Prepare clear and concise reports for the ESD Board of Directors and Parent Policy Council, as requested.
  • Monitor and report child abuse/neglect as a mandated reporter.
  • Follow all Board policies and procedures.
  • Maintain confidentiality.

QUALIFICATIONS:

  • Related Bachelor’s degree required, though may be waived in lieu of any combination of education and experience that provides the required knowledge, skills, and abilities of the position.
  • Three years’ experience in human resources or a related field with increasing responsibility demonstrated.
  • Proven leadership in office management; ability to anticipate and plan for upcoming projects, reports and events; exceptional time management skills.
  • Demonstrated excellent verbal and written communication skills;
  • Competence with the use of a computer and relevant software including Microsoft Word, Excel, Power Point, Publisher, Outlook and database applications; experience with accessing information on the Internet.
  • Experience with grant compliance, current, highly complex principles and best practices of public administration desirable.
  • Experience working within a Head Start or ECEAP program with an understanding of performance standards desirable.
  • Diverse license and dependable vehicle to travel between ECEAP preschool sites throughout the ESD 123 region.
  • WSP/ FBI background clearance required.

  • Work across agencies to develop collaborative agreements.
  • Collaborate with district and state partners accomplish program objectives.

  • Respond to emergencies and/or non-standard situations both physically and mentally.
  • Support and implement ESD policies, regulations, procedures and administrative directives.
  • Perform independent and joint duties with minimal supervision, while operating from established program policies and procedures.
  • Perform skilled technical writing for articles, brochures, manuals, web information, workshop synopsis, syllabus, workshop worksheets, report generation, and employee reviews.
  • Organize and follow through on multiple tasks, address concerns as they arise, meet deadlines, and plan ahead to meet future needs and goals.
  • Maintain dress and appearance appropriate to a professional office setting.

?WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
Work is performed primarily in an office environment; however, travel is required to local school districts and program sites, and for workshops, committee representation and conferences at local, regional, and state level. Sitting for extended periods of time may be required. Lifts and carries a maximum of 35 pounds. Adequate manual and finger dexterity, hearing, speech, and vision are necessary to perform the essential functions of this position.
