The mission of the Colorado Energy & Carbon Management Commission (ECMC) is to regulate the development and production of the natural resources of oil and gas in the state of Colorado in a manner that protects public health, safety, welfare, the environment and wildlife resources. Our agency seeks to serve, solicit participation from, and maintain working relationships with all those having an interest in Colorado’s oil and gas natural resources.
The work unit either manages or provides leadership to the subject matter based ECMC Units (Finance, Community Relations, Compliance, Engineering, Environmental, Hearings/Regulatory Affairs, Planning & Permitting), other departments, federal agencies and public information groups regarding what data is available, how that information is used, and how to access the information for a number of different purposes ranging from simple public interest to sophisticated modeling and data collaboration. The group is responsible for identifying application development needs and liaising with OIT staff and/or outside contractors to obtain the required development
Description of Job

Position Summary:
This position exists to help manage the ECMC Geographic Information System (GIS), develop new GIS tools and datasets, and support ECMC staff through technical analyses and geological expertise. This position has been established to provide full scope GIS services to the division, including performing specialized custom GIS mapping projects which requires knowledge about various aspects of oil and gas operations, including oil and gas well construction, geology, environmental protection, and unitization, spacing and other land related issues. This position insures that the ECMC GIS capability meets the needs of all internal ECMC staff users and external customers.
GIS System Maintenance & Data Steward
In order to maximize the value of spatial information presented on a map, this position must decide the best symbols and display attributes based upon input from end users (e.g. staff) and the position’s own expertise in GIS map making.
The ECMC deals with large volumes of regulatory information reported on a daily basis. For spatial data, this position must determine how to best process this information for display and consumption in a constantly evolving database and computer system environment.
GIS System Development
Develop and implement new GIS systems as needed. Serve on the DNR planning & coordination team.
- The position may determine that there is a limitation in the proposed new map system, and that a better alternative exists.
- The position would discuss with supervisor and IT staff the potential limitations and alternatives, and provide help in planning the alternative deployment.
- The position will assist in the development and migration of the ECMC online map viewer and other online applications.
Mapping and Analysis
Perform specialized custom GIS mapping projects which require knowledge about various aspects of oil and gas operations, including oil and gas well construction, geology, environmental protection, and unitization, spacing and other land related issues.
- Use GIS data to prepare maps of geologic formation surface outcrops and maps showing future potential oil and gas well locations for local government planning departments. This requires a working knowledge of other GIS data layers available from government agencies and other entities. These custom projects may result in maps and exhibits for the Governors office, the department, the Director, managers, and staff for use in public presentations, hearings, and/or other meetings.
- The engineering staff requests a list of all water wells in the Raton Basin that are completed at a similar depth as nearby coalbed methane (CBM) wells. The position first realizes that depth measurements may vary rapidly in short distances due to rapid topographic changes in the area. Therefore, CBM depths and perforations are normalized to a subsea datum. Using the subsea elevations of the CBM perfs, a grid of the subsea elevations would be made. The subsea CBM perf grid would be subtracted from a surface elevation digital elevation model (DEM) using specialized GIS software to arrive at predicted depths of CBM perfs across the basin. The predicted depths would then be compared to water well depths using GIS tools and a list of water wells with similar depths to nearby CBM perfs would be generated.
Training and Technical Support
Provide training, assistance, and support for ECMC technical staff personnel in the use of the GIS tools and interactive map. Respond to questions from and provide assistance and information to external customers regarding use of the ECMC GIS maps, data, and the COGIS database.
- The position will train individuals on how to use the interactive map tools, orient them to them hundreds of map layers available, and provide an introduction the database deciding how much explanation is needed based on the individual’s background and experience with ECMC data.
- The position must decide what information is being requested and the level of technical assistance needed by the caller with the map and/or database.
GIS Liaison and ECMC Data Expert
Represent the ECMC on departmental and statewide GIS coordinating bodies. Help determine procedures for inter- agency/inter-department mapping standards and data exchanges. Provide expertise on ECMC spatial and non-spatial data for use in external systems and projects.
- The position participates in State of Colorado GIS annual workshops involving other GIS professionals.
- The position will determine if other state, federal, or local agencies will benefit
from obtaining ECMC data, and how to best facilitate this transfer.

At least two years of experience in an occupational field related to the work assigned to the position including Information and Applied Technology.
AND
At least a bachelor’s degree from an accredited institution in a field of study related to the work assignment.

At least six years of experience in an occupational field related to the work assigned to the position including Information and Applied Technology.
SUBSTITUTIONS:

- Knowledge of the Public Land Survey System (PLSS) and ability to read legal land descriptions.
- Familiarity with relational databases and querying data.

- Demonstrate technical judgment.
- Experience using technical language to make recommendations to management.
