About :The mission of the Colorado Energy & Carbon Management Commission (ECMC) is to regulate the development and production of the natural resources of oil and gas in the state of Colorado in a manner that protects public health, safety, welfare, the environment and wildlife resources. Our agency seeks to serve, solicit participation from, and maintain working relationships with all those having an interest in Colorado’s oil and gas natural resources.
This work unit both directs and provides the technical support for the Colorado Oil and Gas Information System (COGIS), which is an unprecedented system of data, tools, and processes used to collect, report, analyze, and model Colorado oil and gas information. The data includes GIS data; tabular data, including well locations, depth, completion intervals, construction data, production records, inspection data, environmental information, reclamation data, etc.; electronic content (documents/spreadsheets/photographs/etc.); complaints; financial assurance information; website information; and, information workflow tools and processes.
The work unit either manages or provides leadership to the subject matter based ECMC Units (Budget/Finance/Accounting, Community Relations, Compliance, Engineering, Environmental, Hearings/Regulatory Affairs, Permitting), other departments, federal agencies and public information groups regarding what data is available, how that information is used and how to access the information for a number of different purposes ranging from simple public interest to sophisticated modeling and data collaboration. The group is responsible for identifying application development needs and liaising with OIT staff and/or outside contractors to obtain the required development.
Description of Job

This position is responsible for helping manage data in ECMC’s Colorado Oil and Gas Information System (COGIS), an integrated system of SQL databases, user interfaces, stored procedures, and data reports. The position designs data solutions to manipulate data; analyzes data security and modifies procedures as required to ensure data integrity; identifies data that requires management within COGIS; and, interfaces with the ECMC subject matter expert Units and external stakeholders to generate reports or design new data intake systems.
SQL Reporting Tools
Design and create both custom and stock data reports using SQL (Structured Query Language) to interrogate the COGIS databases.
- This position creates and works with SQL tables, views, stored procedures, and triggers including the integration with reporting tools and web applications.
- This position will assess and help prioritize internal and external data requests – generating SQL queries and data exports as needed.
- This position will discuss complex data requests with the COGIS Coordinator and help determine the most viable solution.
Maintain Data Security and Integrity
Through this position’s own routine and ongoing review of the data or as directed by the COGIS Coordinator: identify data anomalies, conflicts, and errors. The position will design and implement solutions based on their own understanding and knowledge of data management theory and principles.
- Use standard QA/QC methodology to routinely interrogate the data to identify conflicts, loss of integrity, and data type issues and enforcement.
- In the course of managing data, identify data anomalies and redundancy. Suggest strategies to promote better functionality.
Interface with Stakeholders
- Evaluate data request and determine if data is available and how best to respond.
- Prioritize the numerous data requests and decide how quickly the response is needed.

Minimum Qualifications
Six (6) years of professional experience in SQL development, computer systems analysis, or computer systems design with proficiency using TSQL/SSIS/SSRS.
OR
Two (2) years of professional experience in SQL development, computer systems analysis, or computer systems design with proficiency using TSQL/SSIS/SSRS.
AND
Bachelor’s degree from an accredited institution in computer science, computer information systems, or similar field of study.
Substitutions
Additional appropriate experience will substitute for the degree requirement on a year-for-year basis. Additional appropriate education will substitute for the required experience on a year-for-year basis.

GIS applications, file transfer protocols, and ColdFusion is helpful. Energy industry
experience a plus.
