The mission of the Colorado Energy & Carbon Management Commission (ECMC) is to regulate the development and production of the natural resources of oil and gas in the state of Colorado in a manner that protects public health, safety, welfare, the environment and wildlife resources. Our agency seeks to serve, solicit participation from, and maintain working relationships with all those having an interest in Colorado’s oil and gas natural resources.
The Engineering Unit ensures oil and gas infrastructure complies with professional engineering standards and the Energy and Carbon Management Commission’s (ECMC) rules and regulations.

  • Reviews information and applications for approval including production and injection well applications, technical well information, and work plans for requests to plug and abandon exploration and production wells;
  • Monitors field operations under the Environmental Protection Agency delegated Underground Injection Control program;
  • Responds to inquiries and investigates complaints regarding oil and gas operations;
  • Recommends enforcement actions and provides support for enforcement actions presented before the Commission at hearings for violations of Commission rules, and provides technical expertise in other hearing matters.

Position Summary:
This position will assist to facilitate and coordinate emerging energy programs involving the development of geothermal; underground gas storage; carbon capture, utilization, and storage (CCUS); and potentially yet to be determined applications involving underground injection. This position will be more involved in policy and creating regulatory requirements.
This position will play a crucial role in directing or participating in studies required by legislation.
Subsurface Injection Program Coordinator
Develop and implement a cohesive subsurface injection program (UIC Class II, underground natural gas storage, possibly novel uses or applications).

  • Assuring ECMC Class II is in compliance with the memorandum of understanding regarding the permitting and operations of Class II wells through staff oversight.
  • Contemplate a regulatory regime for underground natural gas storage.
  • Near term participate in pertinent legislative-required studies; participation and results will further define and shape this position
  • Maintain currency with evolving technologies
  • Determine what guidance is available for operators, what guidance is required and develop the required guidance.
  • Engage stakeholders where necessary
  • Develop, oversee, and potentially implement results of required studies.

Supervise Engineers/Scientists/Technicians
Develops team as needed of engineers, scientist/researchers and/or engineering technicians assuring ECMC rules, regulations, policies and Mission are abided. Provides guidance and support to engineers, scientist/researchers and/or engineering technicians in matters involving compliance with ECMC Rules and Regulations and implementation of best practices. These duties are performed in an office setting. If necessary, directs people under supervision in performing special inspections to obtain desired information. Prepares and reviews performance evaluations, approves timesheets, leave requests, expense reports for the people under their supervision.

Liaise with Commission
Keep Commission apprised of program developments, provide information and testimony as required.

MINIMUM REQUIREMENTS:
Nine (9) years of professional experience in an occupational field related to the work assigned to the position.
OR
Five (5) years of professional experience in an occupational field related to the work assigned to the position.
AND
Bachelor’s degree from an accredited institution in a field of study related to the work assignment.

SUBSTITUTIONS:

  • Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
  • Additional appropriate education will substitute for the required experience on a year-for-year basis.

  • Current or former State experience relevant to this position.
  • Excellent personal computer skills using the MS Office software suite and Google applications, will be necessary for success in this position.
  • Familiarity with EPA Underground Injection Control program and its applicability
  • Familiarity with implementing and developing new regulatory programs, especially stakeholder engagement and rule development
  • Experience presenting technical information to a variety of audiences.

Conditions of Employment:

  • Colorado residency is required at the time of application.

  • Occasional travel is anticipated.
