The mission of the Colorado Energy & Carbon Management Commission (ECMC) is to regulate the development and production of the natural resources of oil and gas in the state of Colorado in a manner that protects public health, safety, welfare, the environment and wildlife resources. Our agency seeks to serve, solicit participation from, and maintain working relationships with all those having an interest in Colorado’s oil and gas natural resources.

The Cumulative Impacts/Regulatory Affairs Unit leads the agency’s efforts regarding Cumulative Impacts and Environmental Justice, is responsible for the Director’s review and administrative approval of matters coming before the Energy and Carbon Management Commission (ECMC), has primary responsibility for Commission rulemaking processes, and works closely with the Attorney General’s office, which serves as counsel to the Commission, on legal matters and staff applications for hearing before the Commission.
Description of Job

Position Summary:
This position will be the agency’s Staff Authority for published documents and the agency’s subject matter expert (SME) on technical and scientific writing, with an emphasis in geology (or related science) and expertise in oil and gas, geothermal, carbon sequestration, and/or cumulative impacts. It will primarily support the Planning & Permitting Unit, but will assist with similar projects in other Units and the Commission for rulemaking support and special projects as needed.
This position will have primary responsibility to ensure published materials are up to date and bring efficiency, consistency, and clarity to ECMC’s publications for both internal and external stakeholders. It will write or coordinate writing and publishing technical and guidance documents geared towards operators and the regulated community; such documents clarify Staff’s interpretation of ECMC rules and policies, establish detailed system and process instructions for operators, and provide for greater transparency and public access to ECMC information.
A third primary role for this position is to provide agency-wide support during rulemaking and studies (white papers and/or other mandated reports). The position will work with ECMC Units, other state and federal agencies, third party consultants, and other stakeholders throughout to ensure technical information is clear, accurate, and accessible to stakeholders and the public.
Director’s Recommendations (OGDP, CAP, and Variance applications)
This position will consult with the Lead Location Specialist (or other applicable Staff) on each OGDP, CAP, or variance application to get a general understanding of the proposed project, any difficulties or unusual circumstances with the location, proposed operations, and/or application, any conditions of approval or other staff concerns, and the Director’s formal recommendation for approval or denial. The Technical Documents Content Specialist will fully draft, or support Staff in drafting, the formal Director’s Recommendation (DR) document, with input from the Location Supervisor, Hearings Liaison, or Deputy Director where appropriate. They will use their science background to ensure all descriptions of technical detail, operations, and ECMC processes are accurate and reasonable, and use their technical writing expertise to ensure grammar, readability, and formatting is consistent with ECMC requirements.

Operator Guidance, Policies, and other Regulatory Documents
ECMC has numerous policies, guidance documents, and informational material. This position will be responsible to publish or oversee the publishing of new documents and revising or rescinding existing documents.

  • This position will need to determine the current status of dozens of guidance documents, communicating with individual contributors, and identifying documents on the ECMC website. This position will determine the proper approach for each document (delete, update, revise, or new draft), determine reasonable and functional
    deadlines for deliverables, develop a method to track and update the status of each document, produce and finalize drafts, and eventually publish the document.
  • This position will determine, for each guidance document, any internal or external SMEs that must be consulted in the course of producing relevant and accurate deliverables. This position will need to determine the level by which any SME is engaged in the process (as primary author, secondary author, or expert support only), and maintain all necessary communication with the SMEs to meet all deadlines.

Rulemaking and Technical Studies
This position will support ECMC through multiple rulemakings by providing technical
writing/editing of draft rules for Commission hearings. This position will also support ECMC by providing technical writing/editing assistance for studies mandated by the legislature, governor or commission. This position will provide a first-line review and/or final review of any third party drafts to ensure the documents meet the agency’s needs.

  • When drafting new rules, there are frequently multiple reviewers inserting comments and adding suggestions in a single document. ECMC relies on the AG’s office to provide a legal review of the draft rules. This position will determine the accuracy of the draft rules for grammar, consistent formatting, and consistent requirements across Units. Where questions, inconsistencies, or contradictions arise, this position will determine the most appropriate response and follow up with the most appropriate responsible party (AGs, Director, Commission, SME, etc.) to make necessary corrections or revisions to the draft rules prior to publishing, after stakeholder, and ensuring accuracy of the final rules after adoption by Commission.

MINIMUM REQUIREMENTS:
Eight (8) years of professional experience related to geology (or related science), oil and gas, geothermal, carbon sequestration, and/or cumulative impacts, technical and scientific writing.
OR
Four (4) years professional experience related to geology (or related science) oil and gas, geothermal, carbon sequestration, and/or cumulative impacts, technical and scientific writing.
AND
Bachelor’s degree from an accredited institution in a field of study related to the work assignment.

SUBSTITUTIONS:

  • Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
  • Additional appropriate education will substitute for the required experience on a year-for-year basis.
