Summary
Under the general supervision of the Education & Outreach Supervisor, this position is responsible for, promoting, organizing and marketing the City of Frisco natural resources conservation programs targeting schools, community organizations, neighborhood associations and the general citizenry to increase public awareness and participation in preserving and conserving Frisco’s natural resources.

The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description.

Essential Job Functions & Other Important Duties

  • Engages with HOA’s, schools, local civic groups, clubs and other organizations to schedule programming and outreach opportunities.
  • Coordinates and presents education programs, classroom activities, teacher workshops and adult education programs.
  • Provides liaison with local educational institutions..
  • Develops, publishes and contributes to citywide publications including the City website, social media, pamphlets and how-to guides
  • Setting up and breaking down displays and models for tabling and outreach events and organizing rooms (tables and chairs) for presentations.
  • Coordinates and manages volunteers.
  • Maintains records for monthly and quarterly reports, as well as local and state reports.
  • Communicating with vendors for purchasing and managing/maintaining program budget.

Other Important Duties:

  • Occasionally attends City events on evenings and weekends.
  • May be required to work extended hours, evenings and weekends.
  • Participates in local, regional, and national organizations related to specialized job functions.
  • May travel to attend meetings, conferences, special events and training.
  • Assists with special projects as assigned by the Education and Outreach Supervisor
  • Performs other related duties as assigned.
  • Regular and consistent attendance for the assigned work hours is essential.

Specialized Job Functions – Solid Waste and Recycling:

  • Actively collaborate with Environmental Services in developing publications (i.e., the Environmental Services Calendar and the Heard From the Curb quarterly mailer) and distributing them in a timely manner.
  • Schedule and present frequently at elementary schools (and other opportunities with youth) with the recycling mascot, Rufus the Recycling Dog.
  • Promote and assist in coordinating community events such as Clean it and Green it, Community Parade, Stream Clean, and other events as assigned.
  • Actively engage FISD representatives including the Environmental Programs Coordinator, PTA Environmental Chairs, Environmental Leads and Green Teams at FISD elementary schools.
  • Actively engage with local environmental clubs and organizations to coordinate litter abatement events.
  • Actively collaborate with Environmental Services on award and grant applications.

Specialized Job Functions – Water Conservation:

  • Actively collaborating with Public Works and Communications in developing publications (i.e. the Weekly WaterWise Newsletter) and distributing them in a timely manner.
  • Actively collaborating with Public works on timely messaging through social media and outreach opportunities.
  • Coordinate volunteer opportunities, including the Community Captains program (natural resources conservation ambassadors).
  • Administers education and community outreach components regarding the City of Frisco’s Water Conservation and Drought Contingency plans, state and federal water/wastewater rules and regulations and the National Recreation and Parks Association’s (NRPA) Conservation Pillar.
  • Coordinate and co-host WaterWise Workshops including native/adapted landscaping, Irrigation Station, Fix-a-Leak.
  • Identify opportunities for education and outreach with HOAs, organizations and local civic groups.
  • Serve as liaison with North Texas Municipal Water District and other local, state, and federal agencies.

Specialized Job Functions – Stormwater/Natural Resources:

  • Responsible for implementing and reporting best management practices and educational activities for the City’s Storm Water Management Plan (SWMP).
  • Actively collaborates with the Stormwater Division on timely messaging through social medea and outreach opportunities.
  • Coordinates volunteer events including Stream Team, storm drain marking, prairie restoration, and Stream Clean
  • Manages Stream Team, a citizen science water quality program.
  • Coordinates City events including Trick-a-Trout, Arborfest and Buffalo Stomp
  • Schedules and coordinates nature-based education, including Tree Tours, Blackland Prairie, birding, fishing, and urban wildlife.
  • Serves as Liaison with the Blackland Prairie Chapter of Texas Master Naturalists and the Urban Forestry Board.
  • Coordinates with Natural Resources Operations on projects as assigned.

Job Requirements
Required Knowledge and Skills:

  • Must have knowledge of educational and informational presentation techniques for a wide variety of audiences.
  • Ability to provide effective, engaging educational presentations to audiences of all ages.
  • Knowledge of newsletter, advertisement, brochure, press release and marketing development techniques (professional writing skills are essential).
  • Knowledge of research, analysis, and application techniques for grant programs and funding.
  • Knowledge of City management policies and procedures a plus.
  • Skill in effective English oral and written communication and public speaking.
  • Skill in effective Spanish oral and written communication skills a plus.
  • Proficiency in the use of computers and related equipment, hardware and software applicable to area of assignment, specifically Microsoft Word, Power Point, Access and Excel.
  • Proficiency in basic graphic design software, i.e., Adobe Illustrator, Canva a plus.

Preferred Education, Experience, and Certifications:

  • Bachelor’s Degree in Education, Public Relations, Natural Sciences, Environmental Science and/or Journalism and one (1) year of related experience or equivalent combination of related experience.
  • Background knowledge of natural resource conservation practices (i.e., waste minimization, water conservation, nature/ecosystem restoration).
  • Experience with youth education preferred.
  • Experience with volunteer coordination/management preferred.
  • Master Gardener and/or Master Naturalist certification(s) a plus.
  • Must pass a pre-employment drug screen, criminal background check and MVR check.
  • Must possess a valid State of Texas Driver’s License.
